Dear Ms. Doughton:
The purpose of the Oklahoma Open Records Act "is to ensure and facilitate the public' s right
of access to and review of government records so they may efficiently and intelligently
exercise their inherent political power." Section 24A.5 of the Act provides that "all records
of public bodies and public officials shall be open to any person for inspection, copying, or
mechanical reproduction during regular business hours."
The Oklahoma City Zoo is complying with your request for information by providing you
the opportunity for inspection at the Zoo offices during regular business hours. In the past,
the Zoo copied and emailed your requests. This has resulted in an excessive disruption of the
essential function of the Oklahoma City Zoo. As a result of this disruption, records
responsive to your above referenced request, and all future requests, will be made available
for inspection at the Oklahoma City Zoo Administrative Offices, 2101 N.E. 501h Street,
Oklahoma City, OK 73111. Consequently, your written requests for records/information will
no longer be handled by the City Clerk of The City of Oklahoma City and, until advised
otherwise, should be submitted to me at the mailing address below or my email address
below.
You may contact me by phone at 405-297-3855 or by email at marsha.harrod@okc.gov, with
the date and time you (or your designee) wish to inspect the records responsive to your above
referenced request, to-wit:
1. All medical records, including test results and daily keeper notes, for the
elephant Bamboo at the Oklahoma City Zoo, from the date of Jan. 31, 2016
to the present.
2. All correspondence between the Oklahoma City Zoo and the U.S.
Department of Agriculture related to the elephant Chai and all other
elephants at the zoo, between the dates of Jan. 29, 2016 and the present.

3. All correspondence between the Oklahoma City Zoo and any of its staff

members and the Oklahoma State Board of Veterinary Examiners related
to elephants at the zoo and their care, dated between Jan. 29, 2016 and the
present.
Further, with regard to your Requests 2 and 3 above, please be advised that no such
correspondence exists.
