From: richard schelnman sent: Monday, January 05, 2015 9:09 PM To: Brownfield, Luke subject: rape in petrolia dear Luke Brownfield, it has been three weeks since i wrote to you about the tapes which i believe occurred in the petrolia area. i have talked with your investigator Ms. Baxley. i am wondering if you can tell me where this case stands. and also, Ms Baxley said she would send me a form to file a complaint about he deputy boss who i did not feel made much of an attempt to investigate initially. did he look at the crime scene for clues? did he check out the tmck? did he look for witnesses at the bar, such as the bartender who said- had been drinking water? or at the ping pong night? was there a possibility of some kind of influence, as meserve has plenty of cash. the photos of bruises were apparently dismissedwhy was that? i am not a legal beagle and am not trying to tell you how to do yourjob, but i feel it is most important for you to try your boldest to find out what happened. perhaps things are slow due to the changeover in da's. we await your decision about this case. yours. dick seheinman From: richard scheinman Se onday, December or, 2014 8:11 PM To. Gallegos, Paul Subject: rape in (note: i am not sure my previous letter was sent. if so, you can disregard this one) Dear Paul Gallegos, District Attorney, I am writing to let you know of great concern in the Petrolia area conoeming Kailin Meserve whom we believe has committed, for sure, at least one, probably two, and there is evidence of a third rape in the past few months. We have been having meetings and now most everyone in the petmlia area is aware of the danger this man poses, and we are looking to the law enforcers the sheriff, mid your office - to help us deal with this threat to our community. A report has been filed by one of the victims with the Sheriff's office, and as far as we know, a very cursory investigation was made and forwarded to you. As far as we know, this investigation was woefully inadequate so for since we know of very few- i know last monday was interviewed who had knowledge of what happened, and who are willing to report their knowledge. A deputy Hass was assigned to the ease, and we are told he works two days a week. That is not sufficient for a case of this magnitude. Concerning the latest, the alleged has admitted he had sex with the Victim, though he says it is consensual. She says it is tape. (We believe her). So the lack of good physical evidence of a rape may not be prohibitive. A woman who lived alone asked if i had a cabin for rent because she was afraid to be at home where she was. The description i have heard of his threat to the woman he raped - that if she told anyone, he would 'cut her up into pieces and feed her to the animals' is shockingly specific, Please do not let this go without a thorough investigation and arrest. yours, Dick Scheinman MD.
