The North American Free Trade Agreement, NAFTA, was signed by 
President George H. W. Bush in 1992. His successor, Bill Clinton, pushed 
hard for Congress to ratify the trade deal, and he signed the 
implementing legislation in 1993. NAFTA took effect in 1994.
