In a nutshell, the PWSA changed corrosion controls without notifying DEP in April 2014; this COULD have impacted lead levels in premise plumbing for its 300,000 customers. PWSA went back to its permitted treatment regime in mid-January 2016. DEP became aware of the change which is a violation in late January 2016 and have been investigating and discussing with the Authority since. We will be issuing an order to the Authority early next week directing them to immediately ramp up testing and public notification under the Lead and Copper Rule. We are also working with the PWSA to obtain all available data to attempt to assess whether there was any risk to the public during the period when the different corrosion control regime was in place (April 2014?January 2016). DEP is testing their source water for lead levels as an additional precaution. The Authority is being fully cooperative. We do NOT believe there is imminent risk to the public. We are briefing Mayor Peduto, County Exec Fitzgerald, and Allegheny County Health Department this afternoon. We are also scheduling a call with Costa and Dermody this afternoon as well, and will of course do any other reachouts that Will would advise. We (DEP in Harrisburg and Pittsburgh) have had conversations with PWSA staff about the follow?up activities required as a result of this ALE, which include source water sampling, public education (within 60 days) and lead service line replacement. The individual tap sample results will be posted to the DEP public website sometime overnight tonight. Please note that there are several customer-requested samples also posted to the website that are not used in the 90th calculation because they were not verified as Tier 1 locations. The 90th percentile value will be posted after the automated compliance programs are executed later this month. Additionally, PWSA will be issuing a separate public notice within 30 days and they are in the process of evaluating the effectiveness of current corrosion control treatment processes and whether other CCT processes are necessary. To address the change in dosage rate and any necessary, temporary adjustments to water quality parameters (WQPs) during this period, the Department recommends that the Authority submit to Southwest Regional Safe Drinking Water Program an application for an emergency permit.
