GHSP/OGHH Meeting with OACM: 7/17/2014 Participants: Eric Litton, Joseph Alustiza-DeRocco, Soletia Christie Main Points: - - - - Request A-133 Joseph to meet with Contracting Officer to discuss $110K amendment to Cooperative Agreement as well as discuss the possible extension of the Cooperative Agreement beyond its current termination date of September 9 th 2015 o $110K was secured from OGAC by Seed  OGAC cannot give funds to private entities  Funds were transferred to JSI and USAID  Agencies could not find an appropriate implementing partner to get the funds to the GHSP sites  Money currently with USAID o Eric pursuing various options to retrieve funds for Seed  One being adding the $110K to the next quarterly disbursement once OGAC forwards funds to Peace Corps Cooperative Agreement with Seed Global Health concludes on September 9 th 2015 o Volunteers will be in the field until July 2016 o Seed began spending their 3 years of funding in 2012 to support recruitment and site development efforts o Seed would like to extend the current agreement through the end of the 3rd Volunteer cycle  Discuss both funded and unfunded extension options There is a strong possibility of securing an additional 3 years of funding for GHSP from OGAC o 15 Million dollars is the anticipated amount  Funds to cover scaling up # of Volunteers and expanding to 2 additional countries o The additional funding would take the project into July 2019 o Discussion around competing the agreement on grants.gov  RFQ will look similar to HURU  Agreement provides assistance to an organization that is contributing to the public good o Eric to look at how NIH and USAID handle similar awardee relationships  Sole source option might not be optimal  Will go forward with sole source option if mandated by OGAC Extend Agreement or draft a new agreement for years 4, 5 and 6? o Cannot extend contracts beyond 5 years o Should draft a new agreement that more accurately reflects the program and partnership roles o OGHH submitting request for expansion funds to OGAC by mid-August o Further conversations to be had if/once funding is approved
