Mr McIntosh is undertaking a project on behalf of Aberdeen City Council to twin with potential oil/gas producing cities (and towns) in East Africa, specifically Pemba, Tanga/Mtwara and Hoima. The twinning would involve sharing best practice and supporting capacity building of the towns on district and town planning, environment, local content, education and social infrastructure and others. OUT OF SCOPE During a previous visit (September 2015), Mr McIntosh met with the ministries of energy and lands who all had the view that it would be prudent for Aberdeen City Council to have a Memorandum of Understanding with Hoima district – we are working towards this for a possible signing towards June 2015. According to Tullow, the report from Toyata Tsusho mainly evaluated the Lamu pipeline, with consideration for Mombasa route – whilst in reading the report conclusions can be drawn, there was no conclusive recommendation from Toyota Tsusho. Their mandate has now been extended to look at the CAPEX of the projects which will be presented for decision. Tullow says the report was impressive and highlighted all the issues they themselves had looked at and are looking forward to the CAPEX analysis. They have no preference as to whether the route should be to Lamu or Mombasa (pros and cons and both ends) but will be happy with the most cost effective pipeline. I expect a report may be out shortly (probably 2-3 months). For Uganda, Tullow say to them for FID, the pipeline FID will be critical - all expected around the same time towards Q4 next year (including Uganda refinery FID). In terms of the pipeline therefore, in my view, timelines will be as below: Decision on routing – by August 2015 Procurement of lead consortium/investor – by Q4 2015 FEED (procurement) – by Q1-2 2016 FID – Q4 2016 EPC – 2017 – 2021 In positioning UK players, critical areas will be having UK participation on a lead consortium, FEED and this can lead to EPC.
