COVENANT WITH THE CAUCUS After many conversations with friends and colleagues in recent months, it?s clear that many of us have a shared sense of concern regarding the manner in which the House operates. It is also clear that, despite these present frustrations, there is also great hope as to what we can accomplish together by moving forward in a spirit of renewed openness, respect, and support for one another. It is in this spirit that I offer the following guiding principles for your consideration: SERVICE Every voice will be heard and every member will have a seat at the table in the Speaker?s office. While I am eager to lead the House of Representatives, 1 have no desire to control or dominate the House of Representatives. My hope, prayer and ultimate goal as Speaker is to model service in my approach to leadership. PROACTIVE INTERACTION I will personally pursue regular, in?depth conversations with each and every caucus member. My office will come to yours on a regular basis so that your interests, your hopes, your challenges, and your needs will always be fresh on my mind. The more I know of your unique situation and perspective, the more effective I will be in helping you achieve your goals and overcome any obstacles that you face as we strive to move forward together. CONSISTENT STANDARDS I will promote and apply high standards of conduct equally among all members. We cannot secure an environment of trust and con?dence apart from the consistent application of such standards. The trust required for us to productively work together requires each of us to clearly understand and have confidence in the fact that the bar for acceptable conduct is set in precisely the same high place for each and every one of us. STRATEGY I will be straightforward, clear and consistent with legislative strategies. When 1 express support for a bill, whether formally or informally, I will never move against the bill in question, either directly through personal action or indirectly through arrangements with others. My word is my bond. CONSISTENT SUPPORT I will actively maintain a base of support for each and every caucus member. While it?s perfectly natural and reasonable for each of us to form close relationships, including political alliances, with those who are like?minded and share certain positions on particular issues, I pledge to never support, directly or indirectly, any primary opponent running or potential primary opponent considering running against any current caucus member. This basic level of trust between members and leadership is essential if we are to productiver move forward together as a unified bodv. CONSISTENT RESPECT While there will certainly be disagreements among us, those instances provide us with a great opportunity to learn, grow, and model a respectful approach to dissenting views and debate. We should foster an environment that encourages, rather than suppresses, the presentation of dissenting views so that we might engage with them respectfully. Knowing that we are all . works in-progress and'that we all have things to learn and room to grow, we should be eager to see and participate in the serious consideration of opposing views. As Speaker, I pledge to model this open, respectful approach to dissent. These are the principles that I commit to model as your Speaker in the people?s House of Representatives. I greatly appreciate your help in holding me accountable to each and every one of them as we move forward together. Thank you for this opportunity to serve.
