Weekly GHSP Steering Committee Meeting Notes 1/28/14 Participants: Dick Day, Krista Rigalo, Sarah Morgenthau,Ju|ie Marshall, Patrick Koster, Joe Mando, Laura Foradori - New GHSP office location -- Dick Day 0 Announcement to be made by Acting PC Director, Carrie Hessler-- Radelet, about the movement of the GHSP office to the Africa Region for overall coordination and responsibility. This recommendation was made by Carlos Torres, Director OGO, in coordination with Sarah Morgenthau (Director PCR) and Marie McLeod (Director OGHH). The justification was that the majority of issues arising need to be solved by the field so it made the most sense that the Africa Region would oversee the program. Krista will be taking the lead on oversight and Dick will be involved, as needed, for follow-up with CD5. Dick acknowledged that the leadership of Diana Schmidt over the past yearto launch the first class of GHSP Volunteers and work closely with the posts was instrumental to the success to date of the program. Diana is now needed for special projects in OGO, but will be available as a resource for the program as needed. - New GHSP spouse policy -- Dick Day 0 0 Carrie Hessler--Radelet has made the decision to experiment this year with allowing non-serving spouses to accompany GHSP Volunteers. Dick emphasized that even with this option, his strong recommendation is that we promote and encourage spouses to serve as PCR Volunteers. Some of the issues are related to liability related to health (may require proof of med evac insurance) and safety security. Transportation to and from country will not be provided, nor will assistance with passport visas. Peace Corps will provide housing (allow spouse to cohabitate with serving spouse) Dick notes concern about the impact of a spouse who was not willing/interested in serving being a drag on the GHSP spouse. We should be mindful of this and assess at some point if this is an issue during the year. One current applicant will be affected by this policy change - Julie (PCR) does not feel that there are other invitees that are leaving spouses behind that will request this concession now, as well. Most either have a job in U.S. they don't want to leave or are staying home to care for dependents. The dependents policy is not changing. Lien (GC) recommended that formal invitations not be extended until legal paperwork is worked out. She is currently working on this and indications are that it will be minimal paperwork and likely contain recommendations (med-evac insurance, etc) and not requirements. 0 Dick sent an immediate correspondence to Lien to determine when legal paperwork for non-serving spouses will be available, as Esther Johnson has another opportunity forthis coming year and our physician numbers are down. 0 Sarah (PCR) noted that a suggestion/links should be given for med- evac insurance, just as PC now gives information on personal property insurance during service. 0 Julie noted that a physician invitee,_ sent a message asking that his girlfriend be allowed to accompany him and she has an which he noted has positions in all 3 countries. Likely he was reviewing traditional PC assignments. Due to current allowance for same sex couples to serve together and emerging plan in VRS to allow committed unmarried couples to serve together, we should try to accommodate his artner. ulie will first determine if she is a U.S. citizen fl 0 Sarah noted that talking points need to be developed a.s.a.p. so that this can be shared with everyone in the current applicant pool for transparency. 0 Laura inquired about currently serving Volunteer, -- who wants to extend --and may request to have his spouse join him. Per Dick, legal paperwork will still be required for shorter term stays that don't fall into the category of a "visit". - Publicity Video - Sarah Morgenthau This issue has been a big disappointment, as no recruiting video has been developed and none is in the works. 0 Sarah and Comms had a recent call with Seed about the publicity video letter/legal agreement and the nonadherence to this agreement by Seed. 0 Sarah and Comms is working on getting stills and roll footage from Eryn's filming in T1. Vanessa has indicated that they may need to send a legal document for signature to protect their interests, since they paid for Eryn's travel and supplies (not with GHSP money). - COS conference planning Laura/Krista 0 Location still being determined, but hopefully will be Tanzania. Krista is doing outreach to post. 0 Different date preferences in May received from the 3 posts, soJune is being considered due to conflicts with the school schedule. 0 Soletia has done outreach to Seed and Coordinators about content, structure, 3: days [current thought is for 2 full days), and time frame. 0 Follow-up meeting to occur with Seed soon to move forward with planning. - Applicant update --Ju|ie 9 invited/accepted MDs, 3 outstanding invitations/ 19 active MDS (not yet invited) 19 invited/accepted nurses, no outstanding invitations] 28 active nurses (not yet invited) - Recruitment and Collaboration with Seed -- Sarah She notes that the plan is to press Seed to plan for improved marketing and outreach strategies for recruitment due to the significant shortfalls this year (from desired numbers), especially with physicians. o This discussion could potentially happen at the retreat, which likely will not happen until after Seed’s site visits, so possibly April. o Laura suggests that this issue be addressed earlier than this due to the upcoming application opening in May. She will make a list of specialists requested by sites that we will not be able to fill and work with Julie to determine if there were any applicants with these specialities and see how much we fell off the mark with these matches. Malawi TDY – Laura o Departing 2/1, returning 2/14 for visit to post to work with GHSP Coordinator on issues noted during IST. o Post has SOW and has approved this. Appts for site visits are currently being set up. o Laura needs to present Coordinator roles and benefits document created by Seed to Krista/Dick for ok to use. The plan is to present this to leadership at sites, as well as a site orientation/integration checklist. Site Application update – Laura o Issues with Tanzania were discussed with EB and some clarity received. Issue of allowing a renewal application from Mvumi was revisited and will be allowed due to having an additional spot if only one physician goes to Sengerema due to lack of applicants with necessary qualifications. o Call with Lira in Uganda to confirm appropriate specialists for curriculum and confirm availability of counterparts and numbers failed this a.m., as Jasper was unable to get out of a meeting. Pat Daoust to send a list of the questions to Jasper and Bonaventure will f/u. HRSA Proposal - Sarah o There is a lack of clarity about next steps at this point. Does GC need to review the document with the recruiting updates added by Seed o Laura suggests that since it is still in draft form and GC noted no significant concerns during the last meeting, that the document be sent to HRSA for another round of feedback and revisions, then can be reviewed by GC again. o Vanessa had a meeting with a Nils from HHS about placing more of an emphasis on joint marketing/recruiting, which would likely be the rationale for developing this partnership. o Sarah to follow-up and move these efforts forward.
