August 29, 2016 Subj: American Red Cross Coordination with State of Louisiana and Parishes In addition to the Red Cross Louisiana Region?s Executive Directors and Disaster Program Managers /Disaster Program Specialists exercising their long established operational connections with the Parish OHSEPs and GOHSEP, the Red Cross created a Disaster Network with Parish elected of?cials. This new function allowed us to have daily conversations with our parish presidents surrounding service delivery concerns. Those concerns ran the gamut of requests for bulk distribution items to questions about the relationship between FEMA and RC-- and our plans for working together going forward in long term recovery within their areas. Coupling this Network with our Government Liaisons stationed in active EOCs allowed us to have a conversation and insight into not only sheltering but other concerns as well. We were a bridge as well to the OHSEP director and/or GOHSEP and Mayors. This Network, a bridge as well with the OHSEP director and affected Mayors, allowed us to very quickly strengthen our established connections with more depth. If 99L develops a well-defined surface circulation and tropical storm-force winds, it will be called Tropical Storm Hermine or Ian. Currently the system is producing a 6-8? of rain across its path. Government Action The Governor?s Office of Homeland Security and Emergency Preparedness hosted a weather call Thursday and Friday. There is a call scheduled for Sunday. On Friday?s call, the majority of Parishes indicated that they would take no action before Monday. While the state did set up a WEB-EOC event, they have not gone to full activation. There is some conversation about a new Contra Flow Plan - available Monday. Last call with DCFS was this morning, comparing notes on readiness triggers that we (both DFCS and Red Cross) are and are not seeing. We will continue to follow up and align Monday looks to be key for evacuation decisions Scenarios 1. Tropical System with the equivalent of a hurricane category 1 storm surge primarily local sheltering in coastal Parishes 2. Tropical System with the equivalent of a hurricane category 3 storm surge necessitating an evacuation away from Coastal Parishes in accordance with the State Unified Sheltering Plan 3. A rain event of 6 12 inches of rain potential fresh water flooding in areas recently flooded over the last 6 months Plan for tropical rains to impact most of the state; preparing for sheltering support in most parishes to support flooding and/or evacuations. Work with Parishes and State to determine the right number and location of these facilities; working with both the hurricane shelter lists and facility lists.
