The peak shelter population was over 10,000 residents. In the days following the storm. residents have moved out of the shelters, either back to their homes or to alternative housing. Population remains in the Baton Rouge River Convention Center and the Celtic Center shelters. The state and parish will transition the Celtic client population to the Riverside Shelter facility. At the conclusion of the transition, the sheltering operations will transition to the American Red Cross from the Department of Children and Family Services (DCFS). DCFS will maintain oversight and a presence in the shelter and will continue contracting for services and facility, with the exception of feeding. The American Red Cross will assume primary responsibility for sheltering operations as follows: Provide a safe place for individuals and families at the Baton Rouge River Center by utilizing government, community and Red Cross resources 0 Ensure that no persons seeking shelter will be denied a safe place to stay I Utilize the River Center facilities as a point of shelter consolidation in East Baton Rouge Parish - Transition from a state to a Red Cross managed shelter - Maintain a shelter capacity of 1,600 people in the current layout of the River Center 0 Respect the culture/ identity of clients as consolidations occur 0 To reinforce our long~standing organizational commitment to serving people with access and functional needs including those with disabilities in Red Cross shelters: 0 Welcome people with service animals The transition will take place in two phases: I Phase I DCF Workers depart (latest projected date is August, 28) 0 Phase 2 DCF presence through September 1, 2016 and ongoing dedicated liaison support until the shelter is closed. There will be a continued consolidation of shelters, which will affect the population of River Center, with the Celtic Center moving to River Center in three phases (to be adjusted as needs require). The Red Cross provides disaster cycle services pursuant to its Bylaws and other internal policies and procedures as well as its Congressional Charter (USC 36 In the Charter, Congress authorized the Red Cross "to carry out a system of national and international relief in time of peace, and apply that system in mitigating the suffering caused by pestilence, famine, ?re, ?oods, and other great national calamities, and to devise and carry out measures for preventing those calamities." WORK BREAKDOWN STRUCTURE Staf?ng: Lead Agencies DCF S, American Red Cross The American Red Cross is using the Mega-Shelter Planning Guide. A shelter has to be staffed 24 hours a day. Due to the size and complexity of the River Center, the American Red Cross will also have an Operations Management Louisiana State Police, SMG and others as group, partnering with DFCS, the National Guard, needed. The services provided at the shelter by the American Red Cross and Red Cross partners are as follows: Registration Sheltering Feeding Basic First Aid Disability Integration Support Mental Health Disaster Spiritual Care Children?s Disaster Services Facilig Management: Lead Agency - SMG - SMG formerly Spectacor Management Group, is the venue management team. As such they will support management, sanitation, hygiene and Page 4 of 12 Baton Rouge River Center technology. Any additional room space must be approved by the Venue Management Team. The venue management team will permit the Red Cross to use the Facility on a temporary basis as an emergency public shelter. The Red Cross will assume Operations Management of the facility in a Unified Command structure and in accordance with this plan. Dormitog Management: Lead Agency American Red Cross 0 The Red Cross will have primary responsibility for the operation of the shelter and will designate a Red Cross official, the Operations Manager, to manage the sheltering activities. The Owner will designate a Facility Coordinator to coordinate with the Red Cross Operations Manager regarding the use of the Facility by the Red Cross. Registration and Information Lead Agencies DCFS and Red Cross 0 Need an area where people can gain access to assistance either via computer or phone. This is also a location for information to be posted. We need to ensure that we allow other agencies (Federal, State, Parish, Non-Pro?t) to get recovery information to the clients. This will be a whole community effort and these services are crucial to the recovery of the clients. Feeding Lead Agency American Red Cross Meals are served three times a day, beginning Thursday breakfast. a Red Cross will take into consideration any particular food recommendations (community coffee, Monday Red beans and rice, Wednesday pork chop day, hot breakfast) a Red Cross will accommodate any special dietary requirements (diabetic diet, low sodium Health Services/Disaster Mental Health/Disaster Spiritual Care Lead agencies: AdHoc/Red - Health Services are provided through a combined effort of Ad Hoc Reserve Medical, local EMS and Red Cross Health Services. HS Direct Client Assistance will provide prescription support and support for the replacement of durable medical equipment and Red Cross will provide basic ?rst aid. 0 Disaster Mental Health will be available via Red Cross certified counselors. Disaster Spiritual Care will be onsite to provide spiritual care for clients and facilitate pastor care by other community clergy. Page 5 of12 Baton Rouge River Center Client Registration Lead Agency Department of Children and Family Services - Utilizes the Phoenix Tracking system to both register and transfer residents. Residents are banded with a removable paper wristband. The use of that system will continue through the duration of the sheltering Operation. Inspections Lead Agencies Public Health/Fire Marshall 0 Both Public Health (Ice and Feeding conditions) and the Fire Marshal (?re codes) walk though on a daily basis. Security Building Access Control: Lead Agency - Louisiana State Police LSP is the state lead for will coordinate to provide security at the shelter during the duration of the state declared event. On-site security will provide the following: 0 Screening of residents and staff with manometers or wands to ensure that no weapons are brought into the venue through the 2 primary entry points as well as the rear door to the current medical area. - Patrol priority to outside showers and bathrooms on a regular basis - Liaison with LSP and local law enforcement for escalation of response. The lead security manager will coordinate with ESF-13 regarding on-going Operations, increase/reduction in security, and cessation of operations. Client Transportation Lead Agency Department of Transportation and Development a The shelter wristband provided by the Phoenix system allows free transportation along and near established routes. The Capital Area Transportation System CATs operates between - 9am - 5pm Free pick up out front on River Road Education Lead Agencies ?East Baton Rouge School District, other Charter and Private Schools 0 School busses will pick up children at the shelter. This will help children return to a sense of normalcy. The school system will provide school lunches. Donations Lead Agencies Red Cross This program allows residents to have products delivered to them or to pick them up from 9am~3pm. - Red Cross is working with VOAD partners to support unsolicited donations management. All parties agree that donations will not be solicited and advertised outside of the shelter. With these partners, the children?s can accommodate 100 children at any time. Unaccompanied Minors Lead Agencies - Child Welfare and East Baton Rouge law enforcement All unaccompanied minors will be reported to Child Welfare and East Baton Rouge Law Enforcement as appropriate. Laundry will be via pickup service until the shelter is closed. Pets: Lead Agency -.Department of Agriculture and Forestry I Located in the same complex as the shelter, the pet shelter trailer is accessible to clients throughout the day and is visited by a vet at least once a day. In the event the pets need to be temporarily relocated due to an event in the River Center, a convenience shuttle will be provided so clients can visit pets.
