My son has CP, bed bound because he had both hips removed and weighs 142 lbs, has a trach and on oxygen. The power has been out since early this I've called 911, the ?re dept and the Sheriffs of?ce. Right now, I don't think that they would send one out since the roads aren't safe at this point. I would suggest that the people who are Deaf make sure to let the Red Cross staff know that they are Deaf and will need an interpreter to assure proper communication. Bruce or Nancy can respond to this more appropriately, but I know that they are overwhelmed. Nancy, Red Cross Sheltering Thousands in Louisiana After Unprecedented Flooding Sunday, August 14, 2016 The American Red Cross is helping at least 4,700 people in dozens of emergency shelters in Louisiana after unprecedented ?ooding has left 15 rivers in record ?ood stage. ?This is an extremely chaotic situation right now, with life-threatening ?ood waters, power outages and road closures complicating relief efforts as many local volunteers have also been directly affected by the ?ooding,? said Brad Kieserman, vice president, Disaster Services Operations and Logistics for the Red Cross. ?This is by far our largest sheltering effort in Louisiana since Hurricane Isaac, and the bulk of 1/201 6 3:07:34 this staggering devastation is in areas that typically don?t experience ?ooding. She has extensive experience with sensory issues of all types having worked with her child?s doctor and others to design and set up a program for her son with 6 hrs/day sensory work at her own in-home fully-out?tted sensory room. Also, Bambi reported that there are a number of people that are uninsured. When they ?rst arrived, Red Cross came in and paid for medications. Now, Red Cross isn?t doing that any more and the pharmacy in the area is paying for it themselves without knowing if or how to get reimbursed. However, we can't expect people to want to eat the cold canned chili from red cross while they watch ?sh plates and jambalaya be turned away. I actually saw the families leave and stand on the street to receive food from a donor (instead of eating Red Cross food). I am also worried this place has lice because everyone is scratching. THEY NEED A DOCTOR TO COME THROUGH AND CHECK ON THOSE WITH RASHES. Lastly, one towel a day is not enough for moms with multiple kids. A number of people uninsured Medicaid has been canvasing the shelters in Region 9 to assist the uninsured with applying for Medicaid (if they qualify). They have also left applications for shelterees to mail back and have left phone numbers for them to call. This is still ongoing. Many of the issues mentioned have had extensive response to date in Region 9. There is a lot still going on to meet the needs of shelterees that may not be known to Disabilities Affairs. The mother I spoke to is afraid her child is going to become ill. The child has TripleX This is going to be a bigger health issue if even one of those residents gets sick with something. Also, Bambi reported that there are a number of people that are uninsured. When they ?rst anived, Red Cross came in and paid for medications. Now, Red Cross isn't doing that any more and the pharmacy in the area is paying for it themselves without knowing if 7:57:47 or how to get reimbursed. The peak shelter population was over 10,000 residents. In the days following the storm, residents have moved out of the shelters, either back to their homes or to alternative housing. Population remains in the Baton Rouge River Convention Center and the Celtic Center shelters. The state and parish will transition the Celtic client population to the Riverside Shelter facility. At the conclusion of the transition, the sheltering operations will transition to the American Red Cross from the Department of Children and Family Services (DCF S). DCFS will maintain oversight and a presence in the shelter and will continue contracting for services and facility, with the exception of feeding. Dormitog; Management: Lead Agency American Red Cross The Red Cross will have primary responsibility for the operation of the shelter and will designate a Red Cross of?cial, the Operations Manager, to manage the sheltering activities. The Owner will designate a Facility Coordinator to coordinate with the Red Cross Operations Manager regarding the use of the Facility by the Red Cross. Registration and Information Lead Agencies - DCFS and Red Cross We Need an area where peeple can gain access to assistance either via computer or phone. This is also a location for information to be posted. We need to ensure that we allow other agencies (Federal, State, Parish, Non?Pro?t) to get recovery information to the clients. This will be a whole community effort and these services are crucial to the recovery of the clients. Lead Agency American Red Cross Meals are served three times a day, beginning Thursday breakfast. 0 Red Cross will take into consideration any particular food recommendations (community coffee, Monday Red beans and rice, Wednesday pork chop day, hot breakfast) 0 Red Cross will accommodate any special dietary requirements (diabetic diet, low sodium Health Services/Disaster Mental Health/Disaster Spiritual Care Lead agencies: AdHoc/Red - Health Services are provided through a combined effort of Ad Hoc Reserve Medical, local EMS and Red Cross Health Services. HS Direct Client Assistance will provide prescription support and support for the replacement of durable medical equipment and Red Cross will provide basic ?rst aid. 0 Disaster Mental Health will be available via Red Cross certified counselors. 0 Disaster Spiritual Care will be onsite to provide spiritual care for clients and facilitate pastor care by other community clergy. Page 5 of 12 Baton Rouge River Center Client Registration Lead Agency Department of Children and Family Services I Utilizes the Phoenix Tracking system to both register and transfer residents. Residents are banded with a removable paper wristband. The use of that system will continue through the duration of the sheltering operation. Inspections Lead Agencies - Public Health/Fire Marshall 0 Both Public Health (Ice and Feeding conditions) and the Fire Marshal (?re codes) walk though on a daily basis. Securig: Building Access Control: Lead Agency - Louisiana State Police LSP is the state lead for ESF-13. will coordinate to provide security at the shelter during the duration of the state declared event. On-site security will provide the following: 0 Screening of residents and staff with manometers or wands to ensure that no weapons are brought into the venue through the 2 primary entry points as well as the rear door to the current medical area. - Patrol priority to outside showers and bathrooms on a regular basis 0 Liaison with LSP and local law enforcement for escalation of response. The lead security manager will coordinate with ESP-13 regarding on-going operations, increase/reduction in security, and cessation of operations. Client Transportation Lead Agency Department of Transportation and Development - The shelter wristband provided by the Phoenix system allows free transportation along and near established routes. The Capital Area Transportation System CATS operates between - 9am 5pm Free - pick up out front on River Road Education Lead Agencies -?East Baton Rouge School District, other Charter and Private Schools 0 School busses will pick up children at the shelter. This will help children return to a sense of normalcy. The school system will provide school lunches. Donations Lead Agencies - Red Cross 0 This program allows residents to have products delivered to them or to pick them up from 9am-3pm. - Red Cross is working with VOAD partners to support unsolicited donations management. All parties agree that donations will not be solicited and advertised outside of the shelter. With these partners, the children?s can accommodate 100 children at any time. Unaccompanied Minors Lead Agencies Child Welfare and East Baton Rouge law enforcement - All unaccompanied minors will be reported to Child Welfare and East Baton Rouge Law Enforcement as appropriate. Laundry will be via pickup service until the shelter is closed. Pets: Lead Agency -?_Department of Agriculture and Forestry 0 Located in the same complex as the shelter, the pet shelter trailer is accessible to clients throughout the day and is visited by a vet at least once a day. In the event the pets need to be temporarily relocated due to an event in the River Center, a convenience shuttle will be provided so clients can visit pets.
