S/2001/381 United Nations Security Council Distr.: General 19 April 2001 Original: English Letter dated 18 April 2001 from the Permanent Representative of the Islamic Republic of Iran to the United Nations addressed to the President of the Security Council Upon instructions from my Government, and pursuant to my previous letters dated from 31 January 2000 to 22 March 2001 contained in Security Council documents S/2000/78, S/2000/127, S/2000/128, S/2000/164, S/2000/216, S/2000/912, S/2000/1036, S/2000/1170 and S/2001/271 about cross-border attacks from the territory of Iraq against the Islamic Republic of Iran, infiltration, and acts of terrorism including mortar attacks against civilian quarters in various cities in Iran by members of the MKO terrorist organization based in Iraq, I have the honour to report that in response to numerous operations by the MKO terrorist organization from its bases inside the territory of Iraq against the Islamic Republic of Iran resulting in human and material losses over the last several months, the armed forces of the Islamic Republic of Iran, in accordance with Article 51 of the Charter of the United Nations, took a limited and proportionate defensive measure against a number of the MKO command and control, training and logistic bases inside Iraq. This operation, which began at 4.15 and concluded at 7.30 in the early hours of this morning, targeted the following MKO bases: 1. Ashraf Base north of Baghdad; 2. Anzali Base in Jelola; 3. Faeze Base in Koot; 4. Habib Base in Basra; 5. Homayoon Base in Al-Ammara; 6. Bonyad Alawi Base in Mansouriyye. The Government of the Islamic Republic of Iran emphasizes that this limited and proportionate operation was carried out to stop cross-border attacks against the Islamic Republic of Iran from Iraqi territory by the MKO terrorist organization harboured in Iraq, and should not be construed as infringing the territorial integrity of Iraq. The Islamic Republic of Iran respects Iraq’s territorial integrity and looks forward to promoting friendly relations with its neighbour. In this context, the Islamic Republic of Iran expects the Government of Iraq to take appropriate measures in conformity with the rules and principles of international law as well as its obligations under the relevant Security Council resolutions, particularly paragraph 32 of Security Council resolution 687 (1991) and 01-34046 (E) 190401 *0134046* S/2001/381 paragraph 3 of Security Council resolution 949 (1994), to put an end to the use of its territory for cross-border attacks and terrorist operations against the Islamic Republic of Iran, which would render unnecessary measures in self-defence in accordance with Article 51 of the Charter of the United Nations.
