APPENDIX A Proposed revisions to the land hire agreement between IWC and Solo for delivery of the IW Festival 2017 The land hire fee will be reduced to £13,000 for the 2017 IW Festival provided Solo agree to provide and fund the activities listed at (a) to (d) below. The £13,000 fee is the costs associated with elements of delivery of the IW Festival that must be provided directly by the council namely: - Management arrangements relating to the use of Newport Harbour give the specific legislation in place. (The council will maintain responsibilities in respect of the management of the river Medina). - overview of the traffic management arrangements for the Festival Agreement that the current bond of £26,000 currently being held by the council to ensure the reinstatement of the park could also be used by the council to provide those services at (a) to (d) in the event that Solo failed to undertake these works. The revised terms to be for one year only, subject to further review after the 2017 event and would not apply where ticket sales exceed 45,000 (excluding day tickets). The additional areas Solo would need to take responsibility for managing within its land use agreement would be as follows: (a) West bank of the river – riverside park; typically making the sure the area is used safely and maintaining public order. (b) Halberry Lane Estate and surrounds – mitigating the impact of the event on the local residents, especially from inappropriate vehicle use in the estate. (c) CCTV – on the main roads to/from the site with a feed back into ELT (4 cameras in previous years) (d) Additional public conveniences in East Cowes close to the ferry terminal and bus/taxi pick up points
