Grants Pending: 1. Building a Framework: Countering Violent Extremism in San Diego Through Strengthening Connections and Community Resiliency a. Executive Summary: San Diego, the 8th largest city in the U.S. and 2nd largest in California, is an area at risk for violent extremism, as reflected by its ranking as 4th on the terror watch list in 2014 from DHS, as well as the number of residents with ties to the 9/11 terror attacks, Al-Qaeda, Al-Shabaab, and ISIS. In recent years, San Diego public safety entities have increased efforts to build stronger relationships with communities most at risk for radicalization, but these efforts have lacked coordination. The project proposed here ($472,782 over two years) would be guided by a framework focused on long-term community engagement, transparency, and respectful interactions and involve a partnership between the San Diego Police Department (SDPD), STAR/PAL, the City of San Diego’s Human Relations Committee (HRC), and the San Diego Association of Governments (SANDAG) to create SCOPE–the San Diego Coalition for Outreach, Prevention, and Education. The overarching goal of this project is to increase the civil society connections to communities vulnerable to radicalization and violent extremism. Evidence indicates that civic connections can prevent radicalized narratives from establishing in vulnerable communities and counter the social encapsulation necessary to foster violent extremism1. By civic institutions intentionally increasing awareness and understanding of vulnerable communities, San Diego can mitigate the lack of trust and latent discrimination that breeds resentment that contributes to radicalization. In addition, by investing in social engagement and confidence-building measures between vulnerable communities and San Diego’s civic institutions, be more resilient to the threat of radicalization. Due to the high level of need described in the narrative, the initial target area for this effort will be the City Heights community of San Diego, which includes a total of 74,062 residents. To achieve these goals, funding would be used to hire a Community Service Officer; support STAR/PAL diversion activities for at-risk youth; provide staff support to oversee all grant and SCOPE activities; provide training to law enforcement, community, and those who work directly with youth; engage the community through outreach and other activities; and conduct a needs assessment to strategically inform all activities, as well as a process and impact evaluation to document lessons learned and measure change over time so that our communities can continue building sustainable engagement programs after the funded term expires. 2. Proactively Addressing Gang Violence and Gun Crime in the Southern District of California through Partnership and the Implementation of Data Driven Strategies 1 Wiktorowicz, Q. (2001). Total funding requested was $299,659 b. Executive Summary: The Southern District of California, which includes San Diego, has a long history of collaboration reflected in numerous partnerships at all levels. However, violent crime has recently increased and law enforcement is struggling in some communities to deal with over 140 gangs and 6,617 documented gang members, an increasing number of ex-offenders returning from custody with little or no supervision, and community members who are fearful and as a result, reluctant to cooperate with police. Because of these changes & concern that violent crime rates will continue to increase, stakeholders have committed to using existing federal & local resources to implement a Crime Gun Intelligence Center (CGIC) and invest in ShotSpotter technology in an identified high-crime area. The proposal here seeks to enhance these newly funded efforts by ensuring that implemented strategies are data driven & evaluated and resources are available to ensure timely testing of ballistic materials to facilitate predictive policing. As such, the overarching goal of this 24-month project would be to rejuvenate previous PSN efforts and to strengthen current agency and community relationships in the implementation of a comprehensive data-driven strategy with the purpose of reducing gun and gang crime. To accomplish this goal, five broad objectives will include (1) Better understanding the nature of unreported shootings in the target area through the use of ShotSpotter & data analysis; (2): Creating the CGIC whose purpose is to identify, arrest, prosecute, & convict violent repeat offenders & other gun crime offenders; (3): Strengthening ties with the community through enhanced outreach & inclusion; (4): Preventing gang & gun crime that has not occurred & intervene more effectively & efficiently in crime that has occurred; & (5) Utilizing data & research to evaluate the effectiveness of ShotSpotter & document “lessons learned” for other jurisdictions. These objectives will be accomplished by completing key tasks and focusing on partnership, strategic planning & research integration, training, outreach, and accountability & data driven efforts. Project partners, including police, federal and local prosecutors, federal law enforcement, faithbased organizations, and other community groups have committed to this effort and working closely with the Research Partner to create a Strategic Action Plan and compile data to drive these efforts and engage all stakeholders to effectively target gang violence and gun crime.
