Ranger MANKIN responded to the location and assisted with the processing of the crime scene and attended the autopsy for the deceased on the following date. Ranger MANKIN does not maintain evidence requiring disposition. File closed. DETAILS: 1.1 On Monday, 09-21-2015, Texas Ranger Reuben MANKIN was contacted by Texas Rangers Company "B" Headquarters in Garland, to assist Texas Ranger John VANCE and Texas Ranger Brad OLIVER in Paris, Lamar County, Texas, with an Officer Involved Shooting Investigation involving a Texas Department of Public Safety Highway Patrol Trooper. Ranger MANKIN was informed that the shooting had just occurred near the Paris Regional Medical Center, located at 865 Deshong Dr. in Paris. Ranger MANKIN later learned, the shooting involved Trooper Timothy KEELE and the shooting resulted in the death of Garrett Steven MCKINNEY, W/M, DOB: 12-09-1993. (For complete details refer to Texas Ranger Division file #RB-2015-00299) 1.2 While responding to the scene, Ranger MANKIN was contacted by Ranger OLIVER and advised that Trooper KEELE had sustained an injury during the confrontation with the deceased suspect, MCKINNEY, but the injury was not life threatening. 1.3 Ranger MANKIN arrived at approximately 9:20 PM. Upon arrival, Ranger MANKIN observed numerous marked units parked on the south side of the hospital with their lights activated. Ranger MANKIN also observed yellow police tape restricting the access into the crime scene. Ranger MANKIN observed the scene was south of the main hospital, which faced to the south. Ranger MANKIN also noted large grassy areas on the south side of the hospital, as well. The area in which the apparent scene was located appeared to have minimal lighting. 1.4 Ranger MANKIN made contact with uniformed Paris Police Officer Mark BOSWELL, who was keeping track of the crime scene log, noting the times officers were entering and exiting the scene near the south west corner. Before entering the scene, Ranger MANKIN put on latex gloves and entered the scene with Ranger VANCE. 1.5 Ranger MANKIN initially observed an unoccupied marked Ford Crown Victoria, Highway Patrol unit, displaying Texas License Plate #03251, facing to the east on the 700 block of Deshong Dr. Ranger MANKIN observed other items strewn across the pavement near the Highway Patrol unit and evidence markers had been placed near the items. Ranger MANKIN noted the items had been marked, prior to his arrival. At that point, Ranger VANCE and Ranger MANKIN conducted a walk-through of the scene. 1.6 Ranger MANKIN observed the flow of the items appeared to move in a westerly direction with the first items being a short distance in front of the patrol unit. Ranger MANKIN observed a white in color Styrofoam plate of food that had what appeared to be a chicken fried steak and a baked potato inside of it. The food in the plate did not appear to have been eaten. Ranger MANKIN observed a Taser release door and a green flashlight also near the plate of food. Ranger MANKIN walked back to the west, moving back towards the patrol unit and observed a broken pair of sunglasses. Ranger MANKIN noted that the items continued west on Deshong Road. Ranger MANKIN observed a Taser cartridge, Taser X26, serial #X00586542, a Texas Highway Patrol straw hat, Taser cartridge lead wires, another set of Taser cartridge lead wires and a Taser cartridge. At the intersection of Deshong Road and a small private drive (which goes north and south) which led into the hospital parking area, Ranger MANKIN observed other items of evidence which were also marked, prior to his arrival. Ranger MANKIN observed Taser cartridge lead wires, a deformed bullet, a pocket flap from a Texas Highway Patrol tan uniform shirt, a Taser lead and two spent casings. 1.7 Ranger MANKIN observed that alphabetical markers had been placed on what appeared to be a trail of blood leading from the private road, moving in an easterly direction on the grass to where MCKINNEY expired. The stains observed were of the same color an appearance consistent with a bloodstain. 1.8 It was apparent to Ranger MANKIN after completing the walkthrough of the scene, a violent confrontation had taken place between Trooper KEELE and MCKINNEY. Ranger MANKIN observed that MCKINNEY was lying face up, with his head to the north and legs to the south. Ranger MANKIN observed that MCKINNEY appeared to be a male in his early twenties, with long hair and facial hair in the form of an unkept goatee. Ranger MANKIN noted that MCKINNEY was large in stature, but did not appear to be grossly overweight and out of shape. Ranger MANKIN observed MCKINNEY to be wearing a dark colored short sleeved t-shirt, light blue in color cargo shorts with a brown belt, and black pair of Nike shoes. Ranger MANKIN observed that MCKINNEY had apparent gunshot wounds to his upper torso, left bicep and right hand. Ranger MANKIN also observed a Taser lead on MCKINNEY'S left shoulder. 1.10 After Justice of the Peace Gene HOBBS had pronounced MCKINNEY as being deceased, his iPhone, a black wallet and a pack of cigarettes were removed from his person. While on the scene, Ranger OLIVER video recorded the scene with a digital camera. After completing the recording, Ranger OLIVER provided Ranger MANKIN with the digital camera. 1.11 Ranger VANCE requested Ranger MANKIN assist in the documenting and collection of the evidence on the scene. Ranger MANKIN assisted in the collection of the following items: Pair of Broken sunglasses, Taser release door, Flex work light, Taser cartridge, Taser X26 with serial #X00586542, THP straw hat, Taser cartridge lead wires, Taser cartridge, Taser cartridge lead wires, deformed bullet, pocket flap from uniform shirt, spent shell casing, spent shell casing, Taser cartridge lead wires, black in color leather wallet, iPhone, pack of cigarettes, deformed bullet, swab of a blood stain, swab of blood stain, Taser lead, grass with dried blood, blue in color hospital gown and a mobile video DVD. It should be noted that the exhibit numbers on this case should be referenced on Texas Ranger Division file #RB-2015-00299. 1.12 On Tuesday, 09-22-2015, Ranger MANKIN attended the autopsy for MCKINNEY, which was conducted at American Forensics located at 2452 US HWY 80 East in Mesquite, Texas. The autopsy was conducted by Forensic Pathologist Dr. Amy GRUSZECKI. Technician’s Richard WIGGIN and Michelle MACDONALD assisted on the autopsy, as well. Dr. GRUSZECKI assigned case # AF15-0256 to the autopsy of MCKINNEY. 1.13 Ranger MANKIN noted that MCKINNEY had multiple holes in his t-shirt, which were consistent with the wounds on his body. Ranger MANKIN also noted that MCKINNEY'S light blue cargo shorts contained a significant amount of blood and also had a large tear in the buttocks area. Dr. GRUSZECKI inventoried those items as well as green underwear, brown leather belt, pair of black in color Nike shoes, pair of black socks, white iPhone earbuds, blue in color Bic lighter, and a black in color earring plug from the body of MCKINNEY. 1.14 It should be noted that the sequence of the description of the wounds, did not reflect the actual sequence of shots made by Trooper KEELE. Ranger MANKIN observed MCKINNEY had three gunshot wounds to the upper chest area. Ranger MANKIN observed the first gunshot wound to be to the center of the chest. The indication at autopsy revealed that the wound tract penetrated the skin and muscle, but did not travel further into the chest cavity. The second gunshot wound was to the right side of the chest. The indication at autopsy revealed that the wound tract was from right to left and exited to the left of the entrance wound, but still at the right side of the chest. This wound did not penetrate into the chest cavity. The third gunshot wound was at the left side of the chest. TIMOTHY RAY KEELE, W/M, 4. 09/21/2015 39 yoa ( Monday ) the path of this bullet created a contusion to the left lung, went through the right ventricle of the heart, went through the diaphragm, intestines, pancreas, and the Gleason's capsule of the right kidney. Dr. GRUSZECKI recovered a large caliber, copper jacketed projectile in the abdomen area associated with the aforementioned gunshot wound. The fourth gunshot wound was to the right hand. The indication at autopsy revealed that the entrance wound was to the right palm and exited at the top of the wrist. The fifth gunshot wound was to the upper portion of the left arm laterally. The indication at autopsy revealed there to be stippling present near the wound and that the path went through the skin and muscle, exiting the upper left arm medially. 1.15 Dr. GRUSZECKI identified three puncture sites consistent with Taser leads/barbs in the chest of MCKINNEY. Dr. GRUSZECKI recovered one Taser lead/barb. Dr. GRUSZECKI concluded the preliminary cause of death was "Multiple gunshot wounds" with the manner of death being "Homicide," and later forwarded her findings to Ranger MANKIN via email (Exhibit #1.2). Ranger MANKIN contacted Ranger VANCE and advised him of the findings at autopsy.
