In this regard, I expect the Canadian delegation to include very senior trade, natural resource and environment representatives with a well defined, Cabinet-endorsed negotiating mandate, which recognizes the diverse economic interests of Canada as well as the recently released National Action Plan with its focus on a voluntary program. 'It is particularly important, in light of the recent return to economic growth and the strengthened resolve of your government to increased fiscal responsibility, that Canada oppose any new commitment in Berlin which might impede future growth and progress. Canada has a good story to tell. The National Action Plan is a ?exible, pragmatic, yet realistic, response to the issue of potential global climate change.
