The Acting High Commissioner, Lucy Joyce, the Head of DFID, Emma Donnelly, and I called on the Minister for Energy and Water Development, Ms Dora Siliya, this morning to discuss a range of issues related to her portfolio. I briefed the new Minister on the history of Tullow emphasising in particular your London listing, Tullow’s experience of working in Africa, and the transformative effect that a major hydrocarbons find could have for the Zambian economy. I also handed over a copy of Lucy’s letter of 9 November to [REDACTED – Section 27] [REDACTED – Section 27]. Please bear in mind that James might change the final letter but I want to include everything you consider important in this first draft. I am writing however about the aspirations of Tullow Oil plc, a British company that has established a reputation as one of Africa’s leading independent oil and gas exploration and production groups. It is listed on the London Stock Exchange as well as the Irish and Ghana stock exchanges. Tullow is responsible for the discovery and development of oil and gas in Ghana, Uganda and Kenya and has helped to put all of these countries on the world energy map. With over US$2.5bn of annual revenues from oil production and a readiness to constantly spend much of this on further exploration – mostly in Africa – Tullow has become the industry partner of choice for African countries seeking to understand and unearth their oil and gas potential. Since 2009, Tullow has expressed a strong interest to explore for oil and gas in Zambia, specifically in the area known as Block 31 near Lake Mweru where they believe their experience elsewhere in the Rift Valley could pay dividends. [REDACTED – Section 43] I should be grateful to know whether you would be willing to meet with Mr Tim O’Hanlon, VP African Business to discuss Tullow’s commercial aspirations in Zambia, and what the potential positive implications would be for Zambia’s economic growth and jobs should hydrocarbons be found in commercial quantities in your country. James [Emails beneath here are covered in email chain 11 05 March 2015 08:00 to 29 January 2015 07:20] Document 1 - Tullow Oil Memo Tullow Oil plc 9, Chiswick Park, 566 Chiswick High Road, London, W4 5XT Tel: +44 (0)203 249 9000 Fax: +44 (0)203 249 8801 Registered in England and Wales: Number 3919249 Registered Office as above Tullow Oil in Zambia Who is Tullow Oil? We are Africa’s leading, independent oil and gas, exploration and production group. Our focus is on finding oil particularly in Africa, combined with selective development and high-margin production to fund our exploration-led strategy. Our portfolio of 120 licences spans 22 countries, 12 in Africa alone. We are headquartered in London and have corporate offices in Dublin, Accra, Kampala, Nairobi and Cape Town. We have a total global workforce of 1,200 people with over 50% of these working in our African operations. We are listed on the London, Irish and Ghana stock exchanges. For Tullow Oil, why Africa? Back in 1986, Tullow Oil’s first project outside its native Ireland was, by chance, in Senegal West Africa, where the World Bank and Petrosen chose us as the right small oil company to develop and further explore modest oil and gas fields for power generation just outside the capital, Dakar. For more than a decade this project was pivotal to Senegal’s energy mix and Tullow was able to expand across the Mother Continent into other countries with oil and gas projects which also had proved marginal to the Oil Majors. Ploughing our revenues back into ever-more high risk exploration, Africa has rewarded Tullow with some of the Continent’s largest frontier oil discoveries of recent decades. For an African country, why Tullow Oil? In the last ten years alone, Tullow Oil has put three new African countries - Ghana, Uganda and Kenya - on the World Energy Map and on the road to a certain oil-producing future. The giant Jubilee field offshore Ghana was discovered and developed by Tullow Oil and is currently producing 110,000 Bbls/Day. Other fields discovered by Tullow Oil in Ghana are currently being developed and will go on-stream in mid-2016. In the Rift Valleys of East Africa, Tullow has so far discovered 2.3 Billion Bbls of oil reserves which will be developed jointly between Uganda and Kenya and will include the world’s longest heated oil export pipeline as well as a refinery. Such widespread success in exploration is no accident and comes from an absolute focus on exploration excellence, an unmatched experience and database of African geology and a readiness to invest large sums with confidence in ever more remote and complex regions of the Continent. With over US$2 Bn of annual revenues from oil production during the period 2012-14 and a readiness to constantly spend up to half of this revenue on pure exploration – mostly in Africa – Tullow is becomming the industry partner of choice for African countries seeking to understand and unearth their oil and gas potential. Born as we were onshore Africa, we naturally take very seriously our responsibilities to local communities and National Governments across the oil life-cycle and we work to understand, manage and if possible mitigate the impact of our presence in host countries. Tullow Oil history in Zambia? Since 2009, Tullow has expressed a strong interest directly to Govt. to explore for oil and gas in Zambia, specifically in the area known as Block 31 near Lake Mweru where we believe our experience and success in other parts of the Great Rift Valley will pay dividends. In 2010, Tullow submitted a bid for Block 31 which included a comprehensive commitment exploration work programme [REDACTED – Section 41 & 43] in 2013, along with other reclaimed blocks, it was put out to tender in a licence bid round. In June 2013, Tullow naturally participated in this licence bid round and submitted an application which included a comprehensive exploration work programme (discussed below) and hoped to be awarded the licence to begin works without delay. [REDACTED – Section 41 & 43] [REDACTED – Section 41 & 43] In December 2015, Tullow’s [REDACTED – Section 40] informed us that the Ministerial Petroleum Committee has been advised by the Honourable Minister of Mines that the relevant Zambian Legal Authorities had finally concluded that there was no longer any legal impediment to the Honourable Minister of Mines proceeding with the award of the Block 31 licence.
