but I have just had confirmation Redacted 8.43 that we have now
received a letter from the Ministry which confirms that Tullow seems to have won the bid for Block

31. This great result forTuIIow and hopefully Zambia is in no small part thanks to your BRILLIANT

Subject: WLLOW OIL CONTACT DETAILS

Dear - Redacted 3.40,

It was reported on yesterday?s evening national TV news that President Langu had met with
some chiefs from Northern Province. interestingly, the President informed the gathering that
prospecting for oil in Block 31 was now proceeding gather this was meant to indicate
gavernment?s intentions towards bringing development to the Province}. In the televised clip, the
President mentioned that a legal matter previously before the courts has been resolved and a tender
would soon be floated. Further, that this tender going puhiic was subject to ?ongoing negotiations?
with some oil expiorotion companies.

Some details are here though the article unfortunately misses
out my: last point in italics.
