The purpose of the sampling is to know whether soil vapor from a groundwater plume (trail of chemicals) is entering nearby residences. The plume contains chlorinated solvents (cleaning agents) that contaminated the groundwater as a result of business operations from the former Ketema/AMETEK Inc., an aerospace manufacturing facility that operated just east of Magnolia Elementary School. Ketema/AMETEK, Inc. is currently conducting a soil vapor investigation with supervision from two State regulatory agencies, the San Diego Water Board and the Department of Toxic Substances Control (DTSC). In order to determine if soil vapors are entering your residence, the San Diego Water Board requests your permission to conduct soil vapor sampling at your residence. Over the next few weeks, a Ketema/AMETEK Inc. representative will be contacting and requesting your permission to take soil vapor samples. Background The former Ketema/AMETEK, Inc. facility is an aerospace and electronics manufacturing facility that has operated since the 1950s. Chlorinated solvents (cleaning agents) were used in operations and were discharged to groundwater. The site is currently operated by Senior Aerospace, but has been owned and operated by several different companies in the past. AMETEK operated the site from 1968 to 1988 and is the current responsible party for environmental cleanup. The groundwater chemicals of concern are chlorinated solvents known as trichloroethene, tetrachloroethene, and 1,4 dioxane. These chemicals can form vapors, which can potentially migrate upward into overlying buildings Site Investigation Groundwater investigations and clean-up efforts are being performed under the direction of the San Diego Water Board. Environmental monitoring at the adjacent Magnolia Elementary School is overseen by the Department of Toxic Substances Control (DTSC). Both agencies are regulatory agencies and part of the California Environmental Protection Agency. Groundwater Contamination Past operations at the facility have resulted in groundwater contaminated with chlorinated solvents. The contamination was discovered in 1987. Since then, licensed environmental contractors have collected soil, soil vapor, and groundwater samples. The investigation and cleanup efforts have included: • • • Installation and periodic testing of more than 60 groundwater monitoring wells; Groundwater extraction and treatment from the site and adjacent Magnolia Elementary School; and Application of an approved oxidant compound to destroy the contaminants in the groundwater. The concentrations in groundwater are stable or decreasing in most monitoring locations, which indicate the chemicals are decreasing and cleanup efforts are effective. Groundwater and remediation monitoring will continue until the pollution is cleaned up. The City of El Cajon receives water from the Helix Water District (HWD), which receives its drinking water from other sources. HWD regularly tests the water to ensure it meets all federal and State drinking water standards before it is delivered to your home. Magnolia Elementary School is Safe Soil vapor and indoor air testing has been conducted at the school since 1994. DTSC has concluded that the school is safe to occupy for both staff and students. However, vapor monitoring at the school will continue until the groundwater pollution is cleaned up. Work Proposed for Mobile Home Parks There is no immediate health risk to the mobile home community. AMETEK collected thirtytwo (32) soil vapor samples 5 feet below ground surface in September 2016 at the Magnolia Elementary School property boundary to assess potential vapor intrusion to the mobile home residents (Figure 2). Two areas exceeded the trichloroethene screening criteria for vapor intrusion. The San Diego Water Board and DTSC are recommending that AMETEK perform additional vapor sampling for mobile home units adjacent to sampling locations that exceed the screening criteria.
