Regular Meeting Aspen Planning Zoning September 9, 1969 Meeting was called to order at 5:05 p.m. by the Chairman with the following members present: Chairman George Heneghan Robin Molny Mayor Barnard FrancisWhitaker Norm Clasen Excused: Councilman John Benninghoff Dale Mars Also Present: City Administrator Wurl, Building Inspector Meyring and City Engineer Roger Mahnke. moved to approve the minutes of the Commission Minutes held on September 2nd as prepared and mailed by the Secretary. Seconded by Whitaker. Mayor Barnard stated he had no objections to the minutes as written but did object to the Commission considering again Highway 82 location. Also questioned the authority of the Commission to hire a planner without approval of Council . Will refuse to sign the check. South Side Annexation Street Plan - Chairman Heneghan Street Plan reported the Commission members had met at 4:00 and SSA went on a file trip with the City Engineer covering this area. Norm Clasen agreed to contact the Ski Corporation on their plans for the ski slapes. Commissionalso stated they would like to take a field trip over to Riverside Subdivision due to its close proximity to the south side as reviewed this trip. Barnard stated he felt the Commission should proceed as fast as possible on this due to its importance. Whitaker made a motion to instruct the City Engineer to prepare a final plat of the south side annexation street plan and schedule a public hearing for September 23rd at 5:00 p.m. Seconded by Clasen. The land which the City has leased from the Bureau of Land Management has provided a trail which starts frOm Ute Children's Park. Glory Hole Park - Grant was approved for 1/2 the cost of this park, do not expect to receive the money till next year. Water is available to this site. Herron Park - Leveling has been done, ponds for children to fish in are being enlarged. Picnic tables and barbecue pits have been installed. Hillyard Park Rough grading has been done. Golf Course - The RSA will be meeting very shortly to pick the site. Molny left the meeting. Stallard House - Being purchased. Airport - The RSA will be reviewing their budget at their next meeting. Divider Strip - Had hoped to start in 1969 with a 3 block strip on Main Street. Do not know if the money will be available . Will probably have to move this up to 1970, 1971 and 1972. Would cost $3,000 a block. Storm Sewers - To date have been keeping ahead of the street improvement districts. This will provide for the completion outlined in the master plan of sewers to be completed. Molny returned. Alley paving - Some alleys were done in 1969 and others provided through 1971. Sidewalks - $20,000 each year from 1969 to 1978. Come plete all of downtown, school area, Main Street, streets to the tent and most of the tourist areas. Opera House Improvements Some improvements have been done this year. This program provides for setting money aside in the future for renovation. City Garage - Provided in 1970, 1971 and 1972 for additions to the City garage. City Hall - Each year have done a little adding on. Have provided in the budget for next year to enlarge the City Engineer and building inspection offices. Will need to provide a room for the computer and also enlarge the second floor. Long range plans on the City Hall are open for recommendations. Commission should study expansion of the present City Hall site. Money in this program is for restoring the present City Hall. Malls - Showed a proposed mall plan, Galena, Cooper, Mill and cross streets, with pathways, trees etc. Would like the Planning and Zoning to determine what streets will be affected and cost so that the City can work towards this goal. Clasen stated he would like to congradulate this administration on their parkprogram and hope that it will continue. Sidwalks - Commission discussed the recent sidewalk installed on Cooper and agreed this was a good example of how the trees etc. can be preserved. Present code is not flexible enough. Administrator Wurl suggest the Commission consider set backs in the commercial area in the front of buildings, planting next to the building rather than out near the curb. Whitaker made a motion that the Commissions request to Council be expanded to include location, width and composition of sidewalks and request this appear on the next agenda. Seconded by Molny. All in favor, motion carried. Commission Member Comments - Mayor Barnard stated he felt it was a bad example for the Chairman of the Planning and Zoning to have to appear before the Board of Examiners and Appeals and before the Board of Adjustment. Mr. Heneghan stated he had had to appear before the Board of Examiners and Appeals because in order to build in Aspen what people want, you cannot go strictly by the UBC.
