MAKING AN APPROPRIATION TO THE OIL CONSERVATION DIVISION OF THE

ENERGY, MINERALS AND NATURAL RESOURCES DEPARTMENT TO DEVELOP A

REQUEST FOR PROPOSALS FOR DESIGN-BUILD SERVICES TO REMEDIATE

AND 62 IN CARLSBAD; DECLARING AN EMERGENCY.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:
SECTION 1.

APPROPRIATION.--Five hundred thousand dollars

($500,000) is appropriated from the general fund to the oil

20

conservation division of the energy, minerals and natural

21

resources department for expenditure in fiscal years 2017

22

through 2019 to develop a design-build request for proposals

23

for services to remediate the Carlsbad brine well cavern

24

located at:

Township 22 South, Range 27 East, NMPM; Eddy County, New

unexpended or unencumbered balance remaining at the end of
