Aspen, Colorado 8i61i Dear Mr. War]: In accordance with our conversation of Friday, April 21, 1967, i am foroishing herewith estimated costs of setting up measuring devises to measure the flows on Castle Creek and On ?aroon Creek. The total . construction cost is estimated at about $3,500,00. Once set up, the measuring could go on for one or more years. - i have discussed this project with both Mr. ?alph OwEn, State Engineer and L.L. Finley, District Water Engineer in Gienwood Springs. They both thought it a good and necessary project. Mr. Finiey was asked to participate, but said he was entirely too busy other than to g0 over the initiai set up and visit the project'from time to time when his work load would permit. I thought it a good thing to bring him in on what we were doing in order to give Our resuits some official status in District - Hehas agreed to meet with me on a few days.notice and go oyer with me . . what i propose to do at the site. He may propose additional ceiibration by-current meters, which meters i hOpe he can loan us. ?r It is estimated that i would spend two days in ASpen going over the project with.y0u, your staff, Mr. Finiey and whoever y0u eiect to do -the work. i assume you wouio then supervise the work using Grant and Company andKor your crews. if not, wouid use Bil: Sterling based on the same salary arrangement that we had when he was over there . before.' .his might be advantageous if you have additiOnai work for him to do. 'After completion of the work, it would be necessary to spend an . additiOnai two days'oF calibration and instructions for reading and applying corrections. 9? - The cost for the four days would be $120.00 a $480.00 which would include expenses and travel time. If perodio visits were required, say they would be at the rate of $l20.90 per day. coold go over and return in one day. Eventueliy the readings should be assembled into a report converting depth into flow with correctioos for irregularities. At the same time we are doing the flow measurements with the addition of another two days in the Field end-about three days in the office, we can provide yOu with a preliminary cost estimate of rewhabilitetion of the Creek flame. The engineering fer this project would be approximately the some as for the flow measurement. 3 After the above work is acc.uplished, say during 1957,'then we would recommend the preparatioo of an interim report during the 2967-63 Lwinter season. The purpose of this report would be to form the basis of a continuance with the District Court on the Reservoir and Pipeline Decrees. A final report cowld be performed only after geological studies and field surveys have been completed along with investigations for financing the project. Geological studies could start in l958 or l969. The engineering cost of such a report should await discussions with you and the Council on_the actual scope of sueh_a report. ?The interim report would set forth problems that would have tO'be evaluated before construction could start on the dams. The following is a partial list of items that would be covered in such a report: 3. WATER l. Citys Water Rights incioding Reservoirs 2. Water Rights in District No. 38 3.
