A US strike team stormeda compound in Abottabad,Pakistan and killed Usama Bin Ladin. Thankfully,no Americanswere lost, and every effort was taken to· avoid civilian casualties. 1 Approv ed for Release: 2016/09/26 C05929284 C05929284 ., Approved for Release: 2016/09/26 C05929284 \ Nothing will ever compensatefor the pain and suffering inflicted by this mass murderer and his henchmen. But just as evil never rests, neither does good. May the fact that Usama Bin Ladin-nolonger inhabits the_earth be a source of comfort for the thousands of families, here in America and around the globe, who mourn the victims of al-Qa'ida's barbarity. Within our Agency family, our thoughts tum to those who died fighting to make this·day possible. Our brothers and ·sisters who gave their lives in the war against al-Qa'ida-from Mike Spann to our heroes at Khowst-are with us, in memory and spirit, at this joyful moment. In all that we do, they are our constant inspiration. My deepest thanks and congratulationsgo out to the officers of our CounterTerrorismCenter and Office of South Asia Analysis for their outstandingexpertise, amazing creativity, and excellent tradecraft. I also extend my profound appreciationand absoluterespect to the strike team, whose great skill and c9urage brought our nation this historic triumph. · The raid was the culminationof intense and tireless.effort on the part of many dedicated Agency officers over many years. Our men and women designed highly complex, innovative, and forward-leaningclandestine operations that led us · to Bin Ladin. One operation would yield intelligence that was carefully analyzed and then used to drive further operations. Along with our partners at NGA; NSA, and ODNI, we applied the full range of our capabilities, collecting intelligence through both human and technical means and subjecting it to the most rigorous analysis by our government's leading experts on Bin Ladin and his organization. Persistent hard work produced the results that the American people expect of their intelligence service: We gave Pres~dentObama and his team accurate, relevant, timely intelligence-providing the information and insight they needed at key points as this mission developed. I offered my"personal thanks to the President for his willingness to make the courageous decision to proceed with.the operation. Though Bin Ladin is dead, al-Qa'ida is not. The terrorists almost certainly will attempt to avenge him, and we must-and will-remain vigilant and resolute. But we have struck a heavy blow against the enemy. The only leader they have ever known, whose hateful vision gave rise to their atrocities, is no more. The supposedly uncatchable one has been caught and killed. And we will not rest until every last one of them has been delivered to justice. . Remembei;how you felt in the anxious hours after the·attacks of September 11th , and how our Agency vowed to run to ground a vicious foe. Whether you were here at the time or were inspired to serve at CIA in the months and years that followed, take heart in knowing that our Agency is doing its essential job for the American people, and for all humanity. A promise has been kept. And a W?fwill be won. God bless the United States of America. Leon E. I (b)(6) (b)(6) (b)(6) Ben&Tommy, I'm fact checking the several pages I've written about the scare in 2009 that the Taliban had obtained either a bomb or bomb-fuel, and I've run into some possible contradictions that I'm hoping you guys, or someone you consult, might clarify. From the interviews I conducted, and our own discussions, I had the timing of this as the Fall of 2009, while the Afpak review is underway. But recently I came across Joby Warrick's "The Triple Agent," who discusses what seems to be a very similar set of events in May of the same year. In his account, the NSA picked up the phrase · "itami"and a discussion of whether use of such a weapon was permissible under Islamic law. His accoun also links these events to Baitullah Mehsud's shura, and suggests that this is one of (many) reasons Mehsud was targeted. Are we discussing the same incident, or a different one? That account also maintains that Jim Jones' trip to Islamabad on June 22 was related to this suspected problem, and the Pakistanis, while saying their own stockpiles were secure, said it was possible the Taliban were making a dirty bomb. That sound right? (I don't think we discussed a dirty-bomb possibility.) 2 Approved for Release: 2016/09/21 C05929296 C05929296 Approved for Release: 2016/09/21 C05929296 , __ ··j__ This account does not contain two elements that I write about. One is that, at the President's orders, and with ·the Pakistani'sapproval, a bomb-search team -- they are called "render safe" teams -- was dispatched to the region. (Obviously, they didn't find anything.)The second is that the evidence suggests the Taliban got scammed. So in summary, I have to figure out if I have the timing wrong, or if Joby does, and whether these other facts are correct. As we've discussed, it's a good-news story, because the cooperation with the Pakistanis worked out astoundly well, and because it began regular consulations with Pakistan on nuclear issues that continued through the troubles of 2011. But I'd be grateful for the help -- the most important thing is that we get the facts straight. cheers, David David E. Some of what I want to discuss with him has to do with his previous life, not his CIA life: I have some chapters on the big decisions made along the way on Afghanistan, and what I'm hoping to talkwith him about are the broader lessons that emerge from a decade of war there. And a big portion of the book talks about reorienting the totality of the national security infrastructure for an era of austerity, one in which we're not going to be able to afford the kind of operations, and certainly COIN and nation-building exercises, that seemed possible a decade ago. The political mood on these has shifted, and as a student of Vietnam (think of his West Point thesis) I'm.eager to get his thoughts. Background fine. If you are getting blowback, it's probably because of the Iran sections of the book, and on that we should talk at lunch. In any case, as you say, time is getting quite short. Looking forward to meeting you. All the best, David wrote: On Wed, Feb 1, 2012 at 12:33 PM, David - sorry I missed your call. Off the record, I am detecting some reservations about working on the book and wondered whether we might meet-for lunch-to discuss exactly what you are interested in discussing with the Director. Tomorrow is HPSCIday, but Friday or Monday would work. I know you have a deadline looming, so I want to be responsive. Please let me know - Didi Cynthia L.
