A. Yes.
Q. Okay. And were you the chair of the board

at that time?

A. I believe Warren was at that time.

A. But it may have been me.

Q. Would this have been the first meeting of

Prime Care after the meaningful use funds had been
received by Prime Care in 2012?

A. Yes.

Q. Reading through those minutes, do you see
any reference to board approval of the use of those
funds for anything other than paying 

A. No, I do not.
Q. Who made the decision to use the meaningful

use funds for operations of the hospital rather than

to pay 

A. I did.

Q. Unilaterally?

A. Yes.

Q. Did you consult with anybody on the board

prior to making that decision?

A. No.

A. I do not recall.

such an expenditure?

A. No.

ask that question because I think I confused myself
there.

Were you concerned that if you brought the
use of those funds before the board that they would
vote against using them for purposes other than

paying 

A. No.
Q. Then why didn't you bring it before the
board?

A. An oversight.
