ATTACHMENT 4 INTERIM PERIOD NAVY PIER PLAN – AMENDED PROJECT DESCRIPTION The project consists of: (1) demolition of the head house structure on Navy Pier; (2) installation of additional public access amenities; (3) reconfigured parking on Navy Pier and ingress/egress enhancements; and (4) modification of the parking rates on Navy Pier, as further described below. The project term, the Port is requesting a total period of four (4) years – the first one (1) year is estimated time that it will take to receive all necessary approvals, procurement, and demolition of the head house(i.e. prep period). During year 1, the prep period, will also allow for modification of the parking rate ranges for the existing 397 public parking spaces to occur prior to demolition of the head house. The additional three (3) years following demolition of the head house would allow for installation of the additional approximately 151 public parking spaces; during these 3 years, all of the surface public parking spaces on the pier would be subject to the new parking rate ranges, thereby allowing the District to raise the funds necessary to cover demolition of the head house. During this interim fouryear period, one plus three, the District will develop a long-term plan for Navy Pier. The project term for this Interim Period Navy Pier Plan would be for a total period of five (5) years – the first two (2) years would allow for modification of the parking rate ranges for the existing pier parking spaces to occur prior to demolition of the head house, and the additional three (3) years following demolition of the head house would allow for installation of the additional approximately 151 public parking spaces; during these 3 years, all of the surface public parking spaces on the pier would be subject to the new parking rate ranges, thereby allowing the District to raise the funds necessary to cover demolition of the head house. During this interim fiveyear period, the District will develop a long-term plan for Navy Pier. (1) Demolition of the head house structure on Navy Pier: The head house demolition encompasses a total area of approximately 1.1 acres (48,000 SF) of building footprint. The building is currently vacant except for temporary USS Midway Museum staff and volunteer parking on the 1st floor level. The first phase of demolition includes abatement of hazardous materials including asbestos, lead and PCBs. The second phase demolition includes removal of the head house interior, roof, walls and foundation system and capping all existing utilities. The second phase will be sequenced to allow for continued public access to the pier and USS Midway Museum. A material management and disposal plan will be developed to minimize the volume of material going to landfill. Work includes structural infills installed in pier deck openings in the final phase of demolition. Based on a preliminary schedule, it is anticipated that it will take approximately 18 months to complete demolition. (2) Installation of Additional Public Access Amenities Upon completion of the head house demolition, the project will install additional public access amenities to further encourage public access to and throughout the pier. These include: several pedestrian walkways, including from the Embarcadero Promenade to the pier entrance along the southern perimeter of the pier, from the Embarcadero Promenade to the public viewing area on the east end of the pier, and North/South pedestrian walkway connections on the pier; site lighting, landscaping, planter boxes, bicycle racks, and coastal access signage in front of Navy Pier (east end); new and reconfigured curbs, walks, striping, and coastal access signage on Navy Pier within the pedestrian walkways; and planter boxes, benches and bicycle racks on the west end of Navy Pier within a 7,840-square-foot public viewing area. The USS Midway Museum has already added a modular public restroom facility on the south side of the pier that is open to the public as an additional amenity. (3) Reconfigured Parking on Navy Pier and Ingress/Egress Enhancements Upon completion of the head house demolition, the project will also install asphalt and concrete pavement to match the existing pier surface and provide grading for drainage, and will be striped to provide approximately 151 surface public parking spaces within the demolished building footprint. This new parking will be integrated with the remainder of the existing surface parking west of the head house footprint, which will be reconfigured to maximize parking efficiency, improve traffic flow, and enhance pedestrian/bicyclist access on the pier. The project will result in a total of approximately 623 surface parking spaces on the pier, which would consist of approximately 548 public parking spaces (499 regular parking spaces, 12 ADA parking spaces, and 37 motorcycle parking spaces), 105 Midway employee/docent parking spaces, and 7 Midway service vehicle parking spaces. The project also includes realignment of the pier entry and exit driveways to improve traffic and pedestrian flow and coordinate with the future North Harbor Drive development. Other improvements include a storm water drainage system with required retention and filtration installation, and reconfiguration of existing utilities. (4) Modification of the Parking Rates on Navy Pier: The project also includes revising the existing parking rates on Navy Pier to allow for market-based parking rate ranges for the approximately 397 existing surface public parking spaces (and for the additional approximately 151 parking spaces that will result from the head house demolition). The parking rates would be revised to allow the District to establish market-based parking rate ranges at Navy Pier, which would allow the parking rates on Navy Pier to be quickly adjusted to better match parking demand and increase turnover and therefore, increase public access. Note: Motorcycles that park in a designated motorcycle parking space will pay fifty percent (50%) of the posted rate. Modification of the parking rate ranges for the approximately 397 existing surface public parking spaces would occur as soon as practicable following Coastal Commission issuance of the Coastal Development Permit for this project, prior to demolition of the head house. Following demolition of the head house, the additional 151 parking spaces created within the demolition footprint would be subject to the modified parking rate ranges.
