EVERY TIME THEY DRANK THEIR WATER, IT CAUSED SEVERE VOMITTING. THEIR WATER WAS FOAMY AND HAD A STRONG ODOR. DUE TO SEVERAL MARCELLUS WELLS BEING DRILLED NEAR THEIR RESIDENCE, THEY NOTIFIED REX ENERGY. ON 2/1/11, A REPRESENTATIVE FROM REX ENERGY CAME TO THEIR RESIDENCE TO SAMPLE THEIR WATER. Complainant claimed that several family members including them became ill from consuming the water from the 105' deep water well that serves their residence. Complainant stated that they began getting sick on January 26, 2011 and that on January 30, 2011 they noticed an oily taste and smell to the water and a foamy appearance on the water. Derek Smith from Rex Energy has copies of predrills. Post drill samples were taken 2/2/11 by Rex. Those parameters sampled showed no impact due to drilling. On February 3, 2011 Rex had a water buffalo brought in as well as bottled water for drinking as a courtesy until the investigation by Rex and the Department could be concluded. The submersible well pump had been pulled which prevented an extensive sampling event from being done. Grab samples for VOC's and a SAC 942 were taken directly from the well using a bailer. A 70' static water level was measured at the well using the bailer. A more extensive sample was planned on February 14, 2011. 2/14/11 Kirk Elkin and Scott Lux went to Complainant's residence. We helped them put the submersible pump back down the well so that we could collect samples. Water was "rowled-up" a bit after sticking the pump back down the well, but did seem to clear up a bit after 4 to 5 minutes. We sampled VOADW, TPH, SAC 942, and bacteria (sample #'s 1601012 - 1601018). We didn't notice any smell or visible sheen. Everybody seemed to be doing better healthwise. They pointed out some foaming in the yard when we were pumping it out. I told them it wasn't bad and nothing out of the ordinary. Told them not sure what we could do if we didn't find anything in these samples. Complainant's spouse gave me the name of a neighboring resident to call. Spouse said this neighbor is also having water problems. I called this resident and left a message to call me back. We met Derek Smith (Rex) and discussed this case. He feels there is nothing going on here but will maintain supplying water until he hears from us. 3/2/11 Chris Miner called the lab and checked on a toluene hit on the VOA analysis. They said it probably was due to the preservative because blank showed it as well. OP EN _S OU RC E 3/3/11 Lux called Derek Smith and told him that our lab results did not show anything and thanked him for his professional courtesy. He said that they will now remove the water buffalo and quit supplying them with drinking water. 3/15/11 Kirk Elkin called Complainant and explained that there was nothing showing in any samples. He went over everything and answered any questions. Said the inorganics was high, probably due to the placing of the pump back in the well. Said we would re-sample for inorganics to make sure in a couple of weeks. 3/23/11 Lux sent a letter explaining that we are not completely done with our investigation yet. 3/25/11 Complainant's spouse called Chris Miner and said that they were confused about getting the letter (from Lux) saying they were not done with the investigation. Spouse told Chris that Kirk had called and said that we found nothing and then they get this letter?? Chris told complainant that our lab found nothing except toluene and that that was way below any MCL's. Chris said that Kirk got another job. Chris said that she would have Kirk or Scott get in touch with them. 3/28 /11 Kirk called the Complainant and explained things again and set up a sampling date of Monday 4/4/11. 4/4/11 Kirk Elkin and Scott Lux went to the Complainant's residence and sampled again for SAC 942. Noticed no smell, sheen, or bubbling (foaming). They said they are doing better health-wise and have had no problems since. We went over all the results in detail, especially the Toluene, Iron, Managanese, and Heterotropic Plate count numbers. Told them we have nothing to go on with us doing 2 different dates of detailed sampling and also Rex's samples. I said the elevated parameters that we are sampling for again today are not really health related paramters (Fe and Mn) so we are probably not going to be able to say anything affected the well. I said we just want to make sure these parameters are headed in the right direction after all the pump removal activity. They understand that we have nothing to go on but still feel that something happened and are really worried when they frac these other (closer) wells. Complainant still thinks they raised the water table when they fraced and says other people are affected in the area. I said we have received no complaints. Complainant said there are reasons why these people don't call. We did go up to one of complainant friends and looked at the water. We think the slimy feeling that they had was iron bacteria (had alot of Fe in newly drilled well). Told Complainant that if they experience anything during the fracing of these wells, to give us a call. 4/27/11 Sample results came back and showed that Fe and Mn came back to predrill levels. Sent out a final determination letter saying not enough evidence to show that oil & gas activities have caused a problem to their water supply. This closes the investigation.
