On November 29, 2016, the South Coast Air Quality Management District (SCAQMD) filed a petition for an order of abatement, which is attached hereto, with the District Hearing Board. Monitoring and testing conducted by the SCAQMD indicated that Chromium 6 emissions near Anaplex registered at hundreds of times greater than typical background levels. Hexavalent chromium has been identified as a known human carcinogen. SCAQMD has confirmed that Anaplex is a source of elevated hexavalent chromium emissions, and these emissions endanger the health of the public. As such, Anaplex is operating in violation of the California Health and Safety Code, and causing a public nuisance that endangers the health of the surrounding community. Pursuant to section 11.02.190 of the Los Angeles County Code, Anaplex is hereby directed to: 1. Immediately take all necessary actions to eliminate the current nuisance endangering the health of the public, which may include full or partial suspension of operations. 2. Notify the Department of Public Health within 24 hours of your intent to comply with this Directive, and submit a list of actions taken, and proposed actions. Ms. Carmen Campbell, President November 30, 2016 Page 2 The Department is working closely with SCAQMD to ensure the elimination of this endangerment without delay. Please copy SCAQMD on your submittals to the Department. If you should have any questions, please let me know. Sincerely, Cyrus Rangan, M.D., M.P.H.
