IT had been a difficulT day. We had The sad news ThaT Mr Lapinski had commiTTed suicide during The nighT and because The DepuTy Governor, who was due To address The board, was dealing wiTh This maTTer he asked me, aT very shon? noTice, To aTTend The meeTing in his place. I explained This To The board and was immediaTely meT wiTh Mr Brewery's demand "why weren'T we informed?? As i began To answer he conTinuaily inTerrupTed me wiTh commenTs such as, ?This is Typical of Norwich management we should have been Told?. Each Time I Tried To speak he forcefully inTerrupTed me and would noT give me The courTesy of The righT To reply. This conTinued for several minuTes. lwenT on To explain The circumsTances of Mr Lapinski?s deaTh and when i said ThaT his cell maTe had pressed The bell To raise The alarm Mr Brewery responded by saying ?Yeah, and l'd like To know how long iT Took Them To answer ThaT bell because They Take ages To geT iT, They jusT saunTer down when They feel like TT and you know Jill ThaT ThaT happens." I was most upset that Mr Brewery found it appropriate to criticise the staff who fought so hard to save Mr Lapinski's life only a few hours before. He did so with no knowledge of the incident, having decided to make an assumption with no evidence. if Mr Brewery is capable of such rhetoric it suggests to me that he has a bias view of staff and managers which is not a quality one expects to see evident in a member of the I finally was able to say that i did not feel it was helpful nor appropriate to pre-judge the enquiry which onld take place and the board agreed. For the record, I should add that it later transpired that Mr Guthrie, Duty had been informed of Mr Lapinski?s death at the time but at 3.00 am he failed to answer the phone and failed to pick up the answer phone message which had been left. We moved on. I went on to explain the new resettlement policy, Mr Brewery had not finished with me. He announced, ?it will never work" and asked if security would have any input into whether resettlement prisoners would go onto the resettlement site. i responded that ?of course they would have an input? but again i was not allowed to finish what was saying before Mr Brewery launched into a tirade of criticism of the security department. Yet again. the abuse (because that?s what it was) was loud, unjustified and unrelenting. The Prison Service takes a very dim view of bullying. We have strong policies for those that choose to ignore our stance for both staff and prisoners but this is what it felt like. I was subject to verbal bullying. i had to maintain my professionalism in such circumstances but Mr Brewery clearly felt he could do and say as he liked. Finally, I said, "i have not come here today to be verbally attacked was going on to say if it continued then I would leave but was interrupted again. Mr Brewery said i'm not attacking you, sorry if you feel that way". I did not accept his apology. it did not make it alright. if was hollow and un- repentant. His behaviour was not acceptable and feel that someone should have stepped in sooner to stop him. The in stands for independent. Perhaps you could enlighten me how someone with such extreme pre-set views about the honesty and integrity of staff and managers at Norwich Prison can hope to exercise this quality to the standard required? You asked for a copy of the June 2008 version of Mr Hutchings? report, which I now enclose. You also asked to whom the report was sent. it went to Paul Ibrahim, then Head of Performance Management in the Criminal Justice Group of the Ministry of You also asked why the author of the report, Mr Hutchings, had not interviewed your constituent, Mr Bewry. However, this was not part of Mr Hutchings? remit. He was asked to review the Triennial Review process for MB members in the light of the handling of Mr Bewry's case. but he was not asked to examine or review the question of whether or not Mr Bewry should be re-appointed as an MS member. note that Mr Bewry has provided a long range of comments on Mr Hutchings? report which i believe would be best dealt with between Mr Bewry and Mr McLean, Head of the MB Secretariat. helpful.
