The Senate Republican Campaign Committee Tuesday said it will return $27,500 that exceeded new limits on campaign contributions. A political action committee for landlords under the Rent Stabilization Association this year gave the Senate GOP $90,000 -- $27,500 more than a new campaign law allows. Initially, the landlords and the Senate campaign committee said the extra money was permitted under an old loophole in the law: political action committees can give an unlimited amount of money to the "housekeeping" expenses of campaign committees. The Republicans said they would give the money back after they were unable to produce documentation confirming that $62,500 of the $90,000 contribution would go toward campaign expenses. This year, Senate Republicans fought hard for changes to the rent-control laws in New York City, Buffalo and a few other cities. Weeks of haggling gave the landlords their first reforms in more than 50 years. GOP Campaign Committee Director Edward Lurie said there was no connection between the landlords' contributions and the Senate's fight for rent reforms. Because the Senate did not announce a blanket prohibition against contributions over $90,000, the New York Public Interest Group called Tuesday's gesture "meaningless." The good-government group called for an end to the "housekeeping" loophole.
