Dear Mr. Kealoha:

Subject: FBI Target Letter; Paid Administrative Leave

 

It is my understanding that you are in receipt of a FBI
Target Letter which informed you that you are the target of an
FBI investigation and that your cooperation is being sought in
connection therewith. Furthermore, I understand that, in
response to receiving such letter, you have placed yourself on
restriction of police authority status effective as of today.
This status will remain in effect until further notice.

This letter confirms that, under such status, you are not
permitted to act in the capacity of the Chief of Police of the
Honolulu Police Department. Further, you will surrender
forthwith your badge and department issued firearms and
ammunition to Deputy Chief of Police Cary Okimoto.

Additionally, you are not to exercise any police authority,
carry upon your person any firearm, or wear the police uniform
or any part thereof. To confirm, this means that you will not
physically report to work nor will you exercise any supervisory
or administrative powers over the Honolulu Police Department
(HPD).

In accordance with HPD Policy the Acting
Police Chief will be the senior Deputy Chief of Police, Cary
Okimoto.
