From 'Delong, Isaac]. (PC) Subject: RE: Fisheries Observer Keith Davis investigation Date: August 25, 2016 at 11:10:18 AM PDT To: Liz Mitchell Cc. 'Zavala, Andre (PC) Elizabeth 7 Regarding your questions about the investigation into the disappearance of Mr. Keith Davis, 1 have taken over for Osvaldo Alaniz in this matter. Please keep in mind as Legal Attache Zavala mentioned that the FBI is here to a, . ist the Panamanian authorities in their investigation and offer assistance in whatever capacity we can. To address your FOIA request. it has not yet come across our desk. All FOIA requests are run through our headquarters in Washington DC, before they are sent to us. When that request does reach us we will respond as quickly as possible. You are correct in that Mr. Davis' laptop and a few other items were returned to his father in June 2016. This being a Panamanian investigation, those items were in the custody of the Panamanian government and not the us. We obtained possession ofihose items on May 31, 2016. They were returned to Mr. Davis' {amen within a few weeks of the FBI receiving them. Regarding your last question surrounding the status of the Panamanian investigation, we were informed on May 31 by the Panamanian prosecutor that the matter was being sent to their courts with a recommendation that the case be closed. The basis for that recommendation was that there were no new investigative leads that had not already been addressed. I know this still leaves a lot ofqueslions unanswered regarding Mr. Davis' disappearance Unfortunately some ofihose questions may remain unanswered. We have to conduct any investigation through official channels with the Panamanian government. Please let me know ifyou have additional questions we can address. lsaac DeLong FBI Assistant Legal Atiache Panama/Costa Rica/Nicaragua Office) --US Cell)
