PURPOSE: To identify and regulate conduct that is prejudicial to good order and discipline of all assigned, attached, or supporting Air Force military members and Air Force civilian personnel in the Joint Task Force National Capital Region (JTF-NCR) Joint Operations Area (J CA), as well as ensure all personnel conduct themselves at all times, whether on or off duty, in a manner be?tting their standing as the public face of the Air Force. 2. APPLICABILITY: This General Order is applicable to all Air Force military members (hereinafter ?military members?) serving under Title 10 and Air Force civilian personnel (hereinafter ?civilian personnel?) assigned, attached, under the tactical or operational control, or otherwise supporting AFDW or the 320 AEW, in support of the 2017 inauguration mission within the . JTF-NCR 0A. 4. STATEMENT OF MILITARY PURPOSE AND NECESSITY: The Presidential inauguration is a high-visibility mission for the Department of Defense and the Air Force. Accordingly, military members and civilian personnel involved in the inauguration are expected to conduct themselves in a manner that preserves interagency relationships, enhances the public trust and bestows honor upon the and the Air Force and this momentous event. In order to maintain good order and discipline, ensure optimum force readiness and achieve mission accomplishment, it is prudent to restrict certain activities during the period of inauguration support. PRIDE TEAMWORK SUCCESS 5. PROHIBITED ACTIVITIES: a. Use of government-owned or government-rented vehicles for other than of?cial purposes. b. Wear of clothi ng other than the designated uniform or appropriate designated civilian attire while on duty. 0. Consumption of any alcohol by military members between 0001 hours, 19January 2017, and 1200 hours, 21 January 2017. All military members will be subject to recall and fit for duty during the prescribed period. Civilian personnel are encouraged to adopt the alcohol consumption restriction applicable to military members, but consumption of alcohol during off-duty hours by civilian personnel is not prohibited. Civilian personnel are prohibited from reporting for duty under the in?uence of intoxicating liquor, and are prohibited from consuming alcohol while on duty. Unless otherwise notified, civilian personnel are not subject to recall during the prescribed period; however, based on the needs of the mission, civilian personnel may be noti?ed to remain on duty or to report for duty if they are determined to be essential to accomplishing that mission. This paragraph (5.0.) is partially waived as follows: (1) Military members attending an of?cial Inaugural Ball on 20 January 2017, in a personal capacity, may consume alcohol. However, the "no consumption of alcohol? rule still fully applies to military members before the of?cial. Inaugural Ball begins, after it ends, and at any locations other than an official Inaugural Ball. Military members taking advantage of this partial waiver will not consume alcohol to an extent as to become visibly or functionally intoxicated, will conduct themselves professionally and responsibly at all times, and will be fully fit for duty on 21 January 2017. (2) This waiver does not permit alcohol consumption by military members at unof?cial Inaugural Balls or other events, and it does not permit alcohol consumption by military members or civilian personnel attending Inaugural Balls in their of?cial capacities (such as those attending to perform or provide authorized ceremonial support). (3) All military members and civilian personnel will conduct themselves in a manner be?tting their standing as the public face of the Air Force at all times, whether on or off duty, in an of?cial or private capacity, or at any Inaugural Balls they may attend. d. The carrying of privately owned weapons, explosives, and ammunition on military installations or while performing of?cial duty, unless authorized by the JTF-NCR Commander or his designee, or the AFDW 320 or his designee, For the purpose of this order, a weapon is any instrument used or designed for the purpose of in?icting grievous bodily harm. Folding knives with a blade length of 3 inches or shorter are permitted on Fort Leslie J. McNair and Joint Base Andrews. Folding knives with a blade length of 2.5 inches or shorter are permitted at GSA Regional Office Building. Military members and civilian personnel participating in AFDW and 320 AEW inaugural activities outside of the above designated areas are responsible for researching and complying with all applicable U.S. Secret Service, U.S. Capitol Police, U.S. Park Police, Federal Protective Service, 13.0. Metropolitan Police Department, and other federal or local law and policy regarding the carry of such items. e. The carrying of a concealed weapon on any installation under the control of the regardless of whether a state or county permit has been obtained, unless required for official duties. For the purpose of this order, a concealed weapon is any weapon that is carried on the person in such a way as to be hidden from ordinary view. 6. PUNITIVE ORDER: Paragraph 5 of this General Order is punitive. Persons subject to the UCMJ may be subject to administrative, nonjudicial, or judicial action for a violation. Lack of knowledge of this General Order by military members will not constitute a defense. Civilian personnel described in paragraph 3 of this General Order may be subject to adverse administrative action for violation of this General Order. 7. INDIVIDUAL DUTY: All persons to whom this General Order is applicable are charged with the individual responsibility to know and understand the prohibitions contained herein and to abide by all AFDW 320 AEW command policies. 8. COMMANDER RESPONSIBILITY: Commanders, military and civilian supervisors are charged with ensuring ALL MILITARY MEMBERS AND CIVILIAN PERSONNEL are briefed on the prohibitions and requirements of this General Order. Commanders may further restrict their forces as they deem necessary. 9. EFFECTIVE DATE: This General Order is effective immediately. 10.
