As you referenced in your letter, the University of Missouri has rigorous conflict-of-interest policies that help our faculty avoid certain conflictsas they conduct research and teach in the classroom. In response to your questions: 1.) Dr. Lupo did file the required conflict-of-interest forms with the University of Missouri indicating his agreement/contract with the Heartland Institute. As per your request, I have attached his latest conflict-of-interest form. 2.) Dr. Lupo was not working on the NSF grant at the same time that he held the agreement with the Heartland Institute. His work on the NSF contract ended in June 2010. He did not enter into an agreement with the Heartland Institute until December 201 0. It is also important to note that every one of our at the University of Missouri is expected to utilize their experience based on theirresearch and expertise and present that infomation to their students as part of the academic experience. As an institution of higher learning, the University of Missouri encourages this "marketplace of ideas" where all points of view can be expressed.
