CONTRACT SCHOOL DISTRICT OF WISCONSIN RAPIDS Wisconsin Rapids, Wisconsin IT IS HEREBY AGREED by and between the Board of Education, School District of Wisconsin Rapids, (hereinafter designated as the ?Board?) and COLLEEN DICKMANN (hereinafter designated as ?Administrator?) that the said Board does hereby employ the said Administrator in the position of SUPERINTENDENT. This contract shall be in effect for a term of two years, beginning July 1, 2016 and ending June 30, 2018. The Board may extend the term of the contract by one year by providing written notice to the Superintendent by April 1, 2017. If the Board does not exercise its option to extend the contract, the renewal or non?renewal of the contract shall be governed by See. 118.24, Wis. Stat. Said Administrator shall work for a period of 260 days annually. Administrators who request an early release of, or who breach their contract may be sribj ect to payment of liquidated damages as described in the Administrator Bene?ts document. Said Administrator agrees to faithfully perform the services, duties and obligations required by the laws of the State of Wisconsin and the rules, regulations, and policies of the Board which are new existing or which may be hereinafter enacted by the Board. The Board agrees to furnish the Administrator with a written copy of all such rules, regulations, and policies now in effect or becoming effective during the term of this contract. In case of direct conflict between any rules, regulations or policies of the Board, and any speci?c provision of this contract, the contract shall control. The Administrator agrees to devote time to the duties and responsibilities normally expected of her position during the term of this contract, and shall not engage in any pursuit that interferes with the proper discharge of such duties and responsibilities. In consideration for the services rendered, the Board will pay the Administrator a salary of $152,655.00 for a full year contract. he salary amounts listed in this Agreement do not include any potential salary increases which may be approved by the Board during the term of this Agreement. Should any increases be approved, the Administrator will be notified in writing. The salary for subsequent years shall not be less than the salary for the preceding year. The salary shall be paid by the Board on its payroll, less deductions required by internal and state revenue departments, state statutes, or authorized deductions, as permitted by Board policy. The Administrator may choose to take up to ?ve (5) paid furlough days on non-instructional days annually. The Administrator shall be entitled to twelve (12) sick leave days annually, cumulative to a total of 120 days. Also, the Board shall provide and pay 100 percent (100%) of the premium of a disability income policy providing ninety percent of the present contract rate to age 65. The employment year shall be considered as the 12?month period beginning July 1 and ending June 30. During the employment year, the Administrator shall be entitled to ?ve (5) weeks of paid vacation. Vacation time shall normally be taken within the employment year; however, the Board will allow administrators to extend the time frame for use of vacation days to August 30, with the ability to carry over up to a total of ten (10) days annually. The Administrator shall be entitled to 2 days of Personal Leave without a reduction in sick-day accumulation. Unused personal days will be added to the sick day bank up to the maximum allowed. Administrators who resign may request that accumulated vacation be converted to a cash payout at the per diem rate in effect at the time of their resignation. The Administrator shall be entitled to paid holidays or other days designated by the Board. Authorized use of the Administrator's personal car in her work within or outside the District will be reimbursed at the rate established by Board of Education policy. Administrator Contract Colleen Dickm arm July I, 2016?June 30, 2018 In addition to the contract salary and other bene?ts stated heretofore, the Board of Education will pay the following (please refer to the Administrator Bene?ts document): 1. Eighty??ve percent of single or family coverage for a health maintenance program and one-hundred percent of dental insurance. 2. On written request, an administrator will be reimbursed up to $3 00.00 every other year for personal examinations and glasses. This bene?t may be applied to expenses incurred by quali?ed family members. 3. Insurance speci?ed as term life insurance in an amount double the amount of said salary, to the next highest thousand. 4. To encourage administrators to maintain and improve their health, the Board of Education agrees to pay the difference between the total cost of a physical examination and the amount paid by the health maintenance program to a maximum of - $100 per employee once every other year. 5. The Board of Education will contribute matching dollars in a 40313 Plan for administrators as outlined in the ?Administrator Benefit? document. 6. The Board will pay up to $1,000.00 per administrator, per year, for memberships in professional organizations. 7. The Board of Education provides a reimbursement of up to $1,000.00 per credit to a maximum of six (6) credits per year for each semester undergraduate and graduate credit earned. Superintendent?s advance approval is required. To be eligible for such reimbursement, the administrator must receive at least a grade or a ?pass? for a pass/fail course. 8. Upon Superintendent?s advance approval, a maximum of two (2) administrators per year with a Master?s Degree or more, who enroll in a specialist or other advanced degree program through a recognized college or university, shall be reimbursed up to 1,000.00 per credit for up to 30 credits in a 5 year period on an accelerated basis. To be eligible for such reimbursement, the administrator must receive at least a grade or a ?pass? for a pass/fail course. Administrators who are approved to participate in the accelerated tuition reimbursement bene?t and resign or retire from employment as an administrator in the District prior to completion of the ?ve year period of accelerated tuition reimbursement shall pay back to the District the amount in tuition reimbursement the administrator received in advance of actual years served. The tuition reimbursement payback shall be for the total number of credits reimbursed by the District in excess of six credits per year of actual years worked during the five year period. If the Administrator becomes physically disabled and must resign or retire during the term of this contract, lie/she will be allowed to stay in the group health and hospitalization program, with the premium to be paid by the Administrator. Veri?cation of said physical disability shall be made by a physician. Earl :7 Retirement Benefit A. El igibz'l i232: Administrators who have completed ?fteen (15) years of service with the school district shall be eligible. Administrators are eligible for early retirement at the age of 55 with no cost to the District. Early retirement bene?ts shall be available to administrators between the ages of 57 and Medicare eligibility. B. Application: Administrators shall make written application to the Superintendent one semester prior to the expected date of retirement. Requests for retirement during a school year for other reasons may be considered on an individual basis. C. Limitations: Administrators shall be permitted to retire early with complement of these bene?ts at the end of any semester following their 57th birthday. D. Wisconsin Retirement and: The District shall make payment to the Wisconsin Retirement Fund pursuant to the Wisconsin Statute requirements and the Wisconsin Retirement Fund administrative rules providing full service for each administrator who retires between the age of 57 and 65. The District payment shall be calculated by the Wisconsin Retirement Fund. Administrator Contract Colleen Dickmonn July I, 2016~ June 30, 2018 E. Approval: The Board of Education shall provide a Letter of Approval, specifying the estimated amount to be paid to the Wisconsin Retirement Fund on behalf of the retiring employee. F. Bene?t Coverage 1. Administrators age 55 or 56 may maintain participation in the group health insurance program at no cost to the District until age 57. 2. The Administrator, upon completion of ?fteen (15) years of service with the school district, is eligible to remain in the group insurance coverage of health, dental, and life as maintained by the District and at the amount provided by the Board of Education for administrators. Administrators between the ages of 57 and 60, covered by this program, shall be eligible to remain in the group insurance coverage of health, dental, and life as maintained by the school district, with the Board of Education paying 90 percent of the single medical/dental coverage, 90 percent of the family medical/dental coverage, and between the ages of 60 through 65, at the percentage provided by the Board of Education for administrators as of July 1, 1990. 3. The additional life insurance policy will be in effect, subject to the rules of the carrier, for the retirees to age 65. Premiums will be paid by the Board of Education. 4. Care Bene?t: The care bene?t of $300 per every other year for personal examinations and glasses shall continue from the time of retirement to age 65 for the Administrator only. Family members do not qualify for this bene?t. 5. The Administrator will not be eligible for the bene?ts listed if discharged or non-renewed. THE PARTIES AGREE that this contract may be terminated for just cause by either party upon thirty (30) days written notice to the other party. The determination of just cause by the School Board under this provision shall not be made until after the Administrator has had an opportunity for a hearing with bene?t of legal counsel before the School Board. A request for a hearing, if desired by the Administrator, shall be made within the ten (10) days after the Administrator?s receipt of the Board?s intent to terminate the contract. Revocation or termination of the Administrator?s certi?cate or license by the State Department of Public Instruction for any statutory reason shall be deemed just cause for termination under this contract. Renewal of this contract, or re?isal to renew this contract, shall be governed by the provisions of sec. 118.24(6) and (7), Wis. Stats.(Laws, 1999-00), or its successor. The Administrator may be represented at any hearing before the Board prior to being given notice of refusal to renew this contract. If any article or part of this contract is held to be invalid by Operation of law or by any tribunal of competentjurisdiction, or if compliance with this contract or enforcement of the contract by either party should be restrained by any tribunal, the remainder of the contract shall not be affected thereby.
