Good questions. First, I do not have any personal insight on how

would know that -- unless he is remarkably indiscrete. (I would never have Jet someone other than my
chief of staff or district director know that I did or did not have confidence in a particular member of staff. You
still have to function while they are there and it's just poor personnel practice.)

Under the circumstances, you should assume that (b)(6) does not have an inside track and close connection to
the new administration. Even though he is seen as a civil servant administrator type, he is a political appointee
of the previous administration and they have not given him the nod to stay. That is significant this late in the
