On reading the section. i don?t believe it applies to our situation. it seems to focus on distributing award fees despite
unsatisfactory performance and rolling over fees to a following year.

You may have heard recently about a GAO report that was released this week and has become part of the dialog on
cutting Federal budgets in (attached). It explicitly identi?es duplicative programs and other potential cost
savings. As I reviewed the report, i encountered a section that might apply to our processes and the 
Contract called 'Adherenoe to Guidance on Awarding Fee Contracts? that explicitly mentions a problem with 
implementation one example. The specific contract is not identified. The discussion is on pages 219-221.

I don?t know if this information is immediately important, but wanted you to be aware.
