TEMPORARY RESTRAINING ORDER
Pursuant to Federal Rule of Civil Procedure 65, the Court orders that:
a)

respondents shall permit lawyers access to all legal permanent residents being

detained at Dulles International Airport;
b)

respondents are forbidden from removing petitioners—lawful permanent residents

at Dulles International Airport—for a period of 7 days from the issuance of this Order.
