For the family eligibility, we offered two ways to look at it using approved definitions. However, the approach of target group eligibility, which is used by other states, gives us the authority to spend as we did. I spoke with Ryan Roberts this morning and think there is a relatively painless way to fix this, namely, that we can resubmit our intended use plan. Also, the intended use plan and the post-expenditure reports do not need to match. There is no penalty for spending differently. Our methodology is one I still espouse, especially since the 2015 Post-expenditure report (attached) clearly showed the TANF transfer amounts going only to ?Special Services?Disabled? ($6,203,663) and to ?Home-Based Services? ($1,608,426) totaling $7,812,089. She did not question that usage in the post expenditure report AND I am pretty sure we told Ryan to put the same amounts in the Pre Expenditure report. And even if the feds backtrack because Marsha Werner added categories in her email question that were not relevant by mistake, I still think we did a good job of apportioning the amount of funds for those two TANF?Transfer funded services based on the eligibility criteria cited by Ms. Werner in her email. I have asked Ryan for the final copy of the Pre-expenditure report for confirmation.
