General Rule ofThumb: We can't use TANF or TANF transfer if the people served are not parents or dependent children under age 18/25. People served have to be part of a family. (some flexibility with that definition) We could use 5536 by changing the funding source for some services FROM regular 5586 to TANF or Transfer. It won?t be off the top though. David, I am working through the list of services from Todd that might qualify to be paid through the block grants. While I am thinking of it, can you send me that form you had yesterday afternoon? It might be a little more accountant-like than I am used to, but it could keep me from getting confused on which fiscal year we?re working from. I am reading 2 take-aways: Sheryl- 1. For the case management expenditures (highlighted in red below) that are associated with the population under the consent decree, do you see any issue from journaling to 5586 and utilizing TANF transfer monies? Because the Uniform Definition of Services lists out case management as an eligible area, my thought is that this one is eligible. Todd, if we have consent decree funding available to fund expenditures at RPC what are the limitations? We are already exploring using 5536 for the ACT Team expenditures so, my hope is that the consent decree with give us latitude to fund other categories of expenditures. Your thoughts? Coupled with that is $1.5m in Case Management expenditures from FY15, that could be journaled to 5866 creating an additional unencumbered balance. These balances of almost $2.5m could potentially be used to fund RPC directly, or indirectly by moving Section 17 expenditures from SAMHS general fund to Consent Decree, thus creating additional general fund to be used.
