As we discussed earlier in the Spring, the approved 5586 plan allocated 7.8M of TANF funding (through 5586) ultimately to benefit the Child welfare program in OCFS. Although we do forecast some need over the biennium, most of that 7.8M will likely be available to be repurposed. This provides an opportunity for us in creating "General Fund? savings which is the current ask by the Commissioner and that Jeff Wiley is spearheading. On the first pass the 2 offices that appear to have costs eligible for "redirect" to 5586 are DADS and SAHMS. Last week, we met with Joy Swift and Todd Haber and they have begun looking at their Programs looking for costs that may be eligible. For OADS, Joy has some immediate need for additional revenue that truly is "one time? due to issues on the Service Center side of getting bills paid at the end of last year and therefore, having to pay them this year. The need appears to be relatively small (about 132k), but it is there. There are additional costs that Joy is setting forth (see her email below and the attached spreadsheet) for review for an ongoing permanent redirection to 5586 in order to create the General Fund surplus. Todd is in process of providing a similar analysis for review. The process that I see unfolding is: 1. Review costs in DADS and SAH MS to determine eligibility of costs to redirect to $586 (Sheryl P) 2. If total amount nears 7.8M, decide how much we want to reserve for future Child welfare needs and dept. flexibility (larger discussion) Hope this is all clear.
