Accordingly, the Commonwealth's Motion for a Preliminary Injunction [Dkt. 23] is GRANTED and it is hereby ORDERED that respondents, and all officers, agents, andemployees of the Executive Branch of the United States government, and anyone acting under their authorization or direction be and are ENJOINED from enforcing § 3(c) ofExecutive Order 13,769 against any person who hasa Virginia residence or is employed byorattends aneducational institution administered bythe Commonwealth of Virginia, and who, as of 5:00 p.m. Eastern Standard Time on Friday, January 27,2017, waslawfully admitted for permanent residency in the United States, heldan immigrant visa that would entitle the bearer to be lawfully admitted for permanent residencyupon admission to the United States, held a valid student visa (or accompanying family or spousal visa), or held a valid work visa (or accompanying family or spousal visa); and it is further Case Document 112 Filed 02/13/17 Page 2 of 2 Page D# 1286 ORDERED that nothing in this Order affects the statutes or regulations relating to immigration in effect before Executive Order 13,769 went into effect; and it is further ORDERED that the Commonwealth of Virginia is not required to deposit a security.
