(WDC), from New York City. She currently resides at 1439 Street, N.W., WDC, but does not have a phone. She receives mail at P.O. BOX 4931, WDC, 20008. She called the complaint in from a public phone in Union Train Station and advised that at 1:30 11/19/78, she was walking near the U.S. Department of Labor garage at 3rd and Streets, N.W. At this location an officer (force not stated), later identified by the victim asI I made uncomplimentary remarks about her appearance. She stopped, rebutted his remarks and was sprayed in the face with a liguid that b6 ?took-my breath away and tasted sour in my mouth.? To b7C remove the sour taste she spit and thereafter was grabbed by the arms by this officer and taken into an office inside this garage. her to sit in a chair and told her that she was not allowed to leave because she was going to be arrested. He called for assistance and a female officer, name and badge unknown, arrived and shortly thereafter told PICCIOTTO she could go. PICCIOTTO left the garage after being held 10 - 15 minutes, went to Union Station to retrieve the remainder of her baggage and called the FBI to make her complaint. She was also advised that any information provrded by her may be used in a court of law. She therefore declined to furnish a signed statement regarding her complaint, however, voluntarily provided the following oral information: On November 19, 1978, at approximately 1:30 p.m. she was walking on the sidewalk in the vicinity of the Union Train Station, near the United States Department of Labor garage, 3rd and Street, Northwest (N. W.), Washington, D. C. (WDC) carrying two pieces of luggage. She was dressed in casual clothes, and was wearing an extremely large black wig on top of her head. At this time she told the officer to "mind your own business". At this moment she experience?a liquefied sensation on the side of the face as if the officer had sprayed or thrown some liquid at her. The sensation momentarily took her breath and what appeared to be some type of liquid had a sour taste. She immediately spit on the ground and towards the officer at which time he detained her and advised her that she was under arrest. He took her inside the garage and then called a female officer to the scene. The female officer arrived a few moments later and immediately took charge of the situation. PICCIOTTO could not provide the female officer's name. She was subsequently released at which time she continued walking toward the area of the Union Train Station where she used a pay telephone to notify the Federal Bureau of Investigation (FBI) of her civil rights complaint. She did not seek any medical attention at that time, nor can she attribute any complications or discomfort to the incident in question. The basis for her civil rights complaint is that she feels people's rights are constantly being violated in this country, and something should be dbne'about people in general calling her crazy. She further advised that she constantly calls the local police department and other agencies complaining about her Civil rights, but that she never sees any results. During the interview she complained to interviewing agents that there were invisible gases and fumes coming out of the pipes in her apartment. She said these fumes are a classic example of how the Mafia had intensified its efforts to get her. During the interview she also wore the same wig she was wearing on the date that she initiated her civil rights complaint. This wig was extremely large and covered the entire top of the head (approximately eighteen inches in diameter). She advised that she constantly wore this wig to conceal a rash located on the top of her head and forehead which was caused by fumes and gases. To those who have accepted and come.to overlook this bland formality, the sighting of Concepcion Picciotto is a refreshingly unusual sight. Her name is not a household word, her story not splashed across morning dailies. Yet Dona Picciottc, by force of her statement alone, deserves atten- tion. In a time where discontents are encouraged to write their congressmen, Concepcion Picciotto, having tried this and failed, has chosen to present her case directly to the people. A woman has been seen walking the streets of Washington wearing a huge wig. In her hand is a sign detailing the horrors she has experienced. such as NAPALM, TORTURE, HITLERS, RADIATION, inevitably catch the of the passerby. Many are wont to ask after this woman. Who is she? Why the wig? What conditions have led her to this? Those who have stopped to inquire as to her purpose, her reason for the masquerade, are struck by the discrepancy between the brutal language on the placard and the words the woman speaks.
