The ECG violent street gang is made up of Jamaican nationals and United States Citizens. The second, a Drug Enforcement Agency (DEA) led, Homeland Security Investigations-New York (HSI-NY) Violent Gang Unit (VGU) assisted investigation of the ''Big Money Bosses" (BMB), a rival of the 2Fly gang. The BMB is a subset of the "Young Bosses," or "YBz" street gang. BMB operates primarily on White Plains Road from East 215th Street to East 230th Street in the Bronx. BMB's narcotics trafficking activity is based principally in the vicinity of White Plains Road and East 224th Street. I had initially planned to write this message to the Team Leaders and ask them to disseminate, but it occurred to me that so many more people needed to see the message, so I decided to write it this way instead. About a year and a half ago (b)(6)(b)(7)(C) pproached me about doing a case with Bronx Gang Squad and Bronx Narcotic . They asked me to come down and Office about getting involved in a case (b)(7)(E) talk to the US Attorney's I sat with Todd and a couple of AUSAs and they outlined the case, wh t they had on BMB and 2 Fly and how they all envisioned tackling these gangs. They told me that it would be large and that we'd divide and share responsibilities with the WIT, DEA, and ATF. DEA would take the lead on the Big Money Bosses and we'd take lead on 2Fly. (b)(7)(E) A little later in the game we pulled a Bronx narcotics case into the mix on a violent drug crew around 213th Street. We pulled that together and arrested about 25 members of that crew. Page 17 of 39 By that time we had some changes in leadership here in HSI. I let our new leaders know we were working on a gang case and that we expected a good size takedown op in the spring. (b)(7)(E) Our friends at SDNY told us they had plans to indict over 100 on RICO, Narcotics and Firearms offenses. I let our new leadership, here at I-NI know that we'd have a large op setup for April and that I'd need the assistance of the entire office. I'm not sure any of us grasped the magnitude of what we were planning. You all know how that goes- lots of phone calls, emails and visits to ASACs and the front office. Lots of bothering people to give up agents, phones, call signs, etc... Then of course planning who has what subject to arrest, how many per team, how many SRTs are needed, etc To my great pleasure and satisfaction, every member of the HSI NY leadership told me they'd get me whatever I needed- agents, funding, SRTs, air units, etc... First our Team Leaders: We asked a lot of our team leaders on this op. Maybe more than anyone's asked of Team Leaders before, particularly team leaders from other divisions, who really had nothing to do with the case. I couldn't have asked for better performance from or team leaders. On game day, you were on top of things with comms, you were diligent about getting your arrests transported and processed. More importantly, you all assisted in a historic op- believed to the largest in the city of New York ever. The case has been recognized by Secretary leh Johnson. It has more media interest than I can catalogue and the story was picked up worldwide. But most importantly, you all did your part to make the City of New York, just a little bit safer. As many of you know, the area these gangs operated in saw approximately 1800 reports of shots fired in 5 years. That averages out to about one per day- daily gunfire. Playgrounds taken over by violent gangs. Innocent bystanders shot and stabbed to death. I believe you all have helped to make the Bronx in particular, just a little bit safer.
