STEWART INTERNATIONAL AIRPORT August 5, 2011 Federal Security Director US. Department of Homeland Security Transportation Security Administration 737 Albany-Shaker Road, Suite 121 Albany, NY 1221 1 Re: Stewart lntemational Airport L01 Case om_. On July 27, 2011 Stewart International Airport received notice that at approximately 2100 hours, an unsecured baggage carousel key which provides direct access to the secured area at SWF was discovered at the Pinnacle Airlines DBA Delta Connection ticket counter. The key in question is used by airline personnel to activate the baggage carousel doors allowing checked bags to enter the TSA baggage screening area. Each airline has been issued a set of keys and it is their responsibility to secure their keys as well as the baggage carousel when not in use. Airport Operations completed an investigation of this incident and it was determined that the key in question was issued to Pinnacle Airlines DBA Delta Connection however it was lent out to another airline. It appears that since all the keys issued for the baggage carousel system are interchangeable, a Pinnacle Airlines DEA Delta Connection representative lent their key to a US Airway representative to assist them as they were checking in passenger baggage for an outbound flight and did not have a key available Once all the passengers and bags were checked in and the carousel was secured, the US Airways representative returned the key to Pinnacle Airlirles DEA Delta Connection ticket counter. Unfortunately, neither airline had a representative present when the key was discovered. (continued) 1130 First Street. New Windsor.
