SUBJECT: 7 Council Policy regarding Charter Section 225

 

Thank you for your memo of March 7, 2017 requesting to docket a proposed Council
Policy regarding Charter Section 225.

On October 12, 2016 the City Attorney issued a memo in response to a request by
Council President Sherri Lighter regarding. legal interpretation of Charter Section 225. In
this memo, the City Attorney recommended adoption of an ordinance instead of a
Council Policy. Please see the attached memo with the draft ordinance.

The implementation of Charter Section 225 was discussed at the Rules Committee on

October 26, 2016 with direction to the Mayor?s of?ce to work with the appropriate city

departments, the Independent Budget Analyst, the City Attorney?s Of?ce and Committee
Consultant to review the Charter section and report back to the Rules Committee with
recommendations. Attached are the minutes from this meeting.

Last week my of?ce spoke with Councilmember Bry?s of?ce regarding her request to
docket this same issue at the Rules Committee. We agreed to docket this issue at the
June 7, 2017 Rules Committee. In addition, my of?ce has been in contact with the
Mayor?s of?ce, the Independent Budget Analyst, and the City Attorney?s Of?ce
regarding the status of this issue.
