Officers Nazzaro and Charette, Operating a clearly marked City of Waterbury police cruiser attempted to stop the vehicle by activating his overhead lights and Sirens. The operator refused tO comply and Officers Nazzaro and Charette ceased the pursuit for safety concerns. Ofc's Nazzaro and Charette radioed their?location and the vehicle - scription. A short time later, Officer Andrzejewski was working an extra duty job in the area of Wall St and Shelley St. and again Spotted the Red Lexus SUV travelling towards him. Ofc Andrzejewski was wearing his City of Waterbury police uniform with hat and high visibility traffic vest at the time. Ofc Andrzejewski attempted to stop the Red Lexus SUV by yelling verbal commands and visual hand Signals. Furthermore, Ofc Andrzejewski withdrew his department sidearm and again ordered the operator to stop. At which time Ofc Andrzejewski reports the operator hunched down in the vehicle and drove through the construction zone and at Ofc Andrzejewski. Ofc Andrzejewski escaped the path of the oncoming vehicle and radioed his location and the direction of the Red Lexus SUV. Moments later a report Of shots fired was heard over the police radio. Several units responded to the scene Of Orange St at Wood St and of the first to arrive were Officers A Sanchez and Martinez. Officers Martinez. and Sanchez reported finding Ofc McMahon on scene dazed and hobbling. Raad had extricated and detained the Operator and sole occupant of the Red Lexus SUV (identified at Rashamel Rogers 2/24/99). Ofc's Martinez and Sanchez reported that Ofc McMahon told them the Operator Of the Red Lexus SUV struck him with the vehicle. A subsequent search of Rogers revealed the actual key "fob" in his pants pocket for the Red Lexus SUV. A search Of the scene revealed a utility pole had also been struck and matching car parts were located at the base of said utility pole to the Red Lexus SUV. Clear matching damage was found to Raad's police Tahoe to the Red Lexus SUV. Ofc McMahon and?Sgt Raad were both treated and released at area hospitals. Rogers was taken to St Mary's Hospital for injuries sustained from gunshot wounds. Due to the lane closure, was standing in the roadway directing vehicles through a one-lane section of Wall St. At approximately 1600 hours, I heard via police radio that FQB attempted to condUct a motor vehicle stop of a stolen motor vehicle on Oak St., which is proximity to my assigned detail. F93 announced viapolice radio that the vehicle, a red Lexus SUV bearing CT registration BOOPCT, refused to stop and was taking a right turn onto Wall St. from Oak St. At this time, I observed the above'described vehicle turn onto Wall St. at a high rate of speed. The vehicle continued traveling Westbound in my direction at a high rate of speed. I ordered the operator to stop the vehicle several times. The vehicle accelerated and swerved in the roadway. It appeared that the operator of the vehicle was attempting to strike me with the vehicle. At this time, I withdrew my department issued sidearm and ordered the operator to stop the vehicle several more times while moving out of the I I of the roadway heading toward the intersection of Wall St. and Walnut Ave. I immediately notified area units of this incident Via police radio. .dway. Once in restraints, I male who was being held by Raa I asked if anyone else had run from asked Raad if anyone had been Shot and was told that the male had suffered gun shot wounds. the vehicle and was told that the male was the only occupant and there were no further suspects. e. He was screaming in pain claiming his arm was broken. I observed some blood soaking the back of. his sweatshirt on his upper left back with what appeared to be a bullet hole. I pulled out my knife and cut his sweatshirt out of the way along with his shirt to expose his bare torso to further asses the injury. I observed a bullet wound around his left Shoulder blade so I rolled him on his Side to check for an entry/exit wound. A bullet wound was observed on his upper left chest. By that time, officer Charette arrived and was assisting me. I told him to get me a department issue trauma kit. Once I got the kit, I grabbed the occlusive chest wound patch and placed it over the wound on his back. I grabbed a second chest wound patch and placed it over the wound on his Chest. By that time, EMS personnel arrived and I handed over the male to their care. I then began administering first aid to the mal Prior to handing him off, I conducted a search of his person. In his front pant pockets, I found some money (but did not note the amount) and a vehicle key fob. I did not inspect the fob and just handed it over to officer Charette. In his back pant pockets I found what appeared to be broken candy which were left alone. He was then transported by EMS to the hospital.
