Immigration and Customs Enforcement 500 12th St., SW Washington, DC. 20536 Dear Acting Director Homan: As Sheriff of Milwaukee County Wisconsin, I hold the responsibility for the care and control ofthe pretrial detainees within the Milwaukee County Jail (MCJ). The MCJ is a secure detention facility with total bed space of 960 beds for holding accused felons and misdemeanants until they are released on a pretrial basis or are adjudicated, along with a small number of sentenced offenders awaiting transfers or hearings on new charges. The MCJ houses, on average, 90+% of capacity, a number of whom are found through investigation not to be legal citizens of the United States of America. In addition, within the overall purview of my law enforcement responsibilities, I am deeply concerned about the potential threat posed by illegal aliens to the safety and security of the citizens residing within the nineteen cities, towns and villages of Milwaukee County. I am writing to officially request participation in the Delegation of Authority Program pursuant to 287(9) ofthe Immigration and Naturalization Act. In specific, while I ultimately seek consideration for my detectives to work within the Task Force Model, based on my discussions with regional ICE officials I am seeking to first install the Jail Enforcement Model (JEM) program at the MCJ. Such law enforcement partnerships with our federal government will allow our deputy sheriff and correctional officers to assist in enforcing immigration laws and ensure that individuals who commit crimes, and are in this country illegally, are properly identified and turned over to federal authorities for potential deportation. Homan, Acting Director March 8, 2017 Page Two To that end, I seek that with all due haste our two agencies take immediate steps to enter into a formal partnership, under ajoint Memorandum of Agreement (MOA), in order to receive delegated authority for immigration enforcement within Milwaukee County. I am officially requesting Jail Enforcement Officer (JEO) training for correctional officers from Milwaukee County, at a number to be determined. I further request, based upon the needs identified by the follow?on needs assessment, the equipment and materials in order to effectively run the 287(g) program within the MCJ. My staff and I have researched the 287(g) program, and discussed its potential implementation here in Milwaukee County with state and regional officials. We are aware of the operational requirements of the program, as well as the training requisites. I am confident that any staff selected for this program will meet all of your participation requirements and standards.
