AGAINST THE PEACE AND DIGNITY OF THE STATE OF TEXAS.

On March 10th, 2017 the Lockhart Police department received a report from an
administrator at the Loekhart High School, a public secondary school, that information
had been obtained that an educator at the school may be having an inappropriate
relationship with a currently enrolled student at the school. Investigation into the incident
led the case Detective to a male student aged 17 named Michael (Pseudonym). Interviews
determined that Michael had been in contactjin person and by message with an educator
at Lockhart High School identi?ed as Sarah Madden Fowlkes, hereinafter styled
defendant. Michael revealed that during the course of their encounters, the defendant
touched Michael's genitals with the intent to arouse or gratify the sexual desire of
Michael and that Michael made contact with the defendant?s breasts, with the intent to
arouse or gratify the sexual desire of the defendant.
