In our correspondence dated October 21, 2015, we initially declined your request to ?le criminal charges based on an investigation conducted by our Of?ce. The Attorney General's Investigation Division did reopen the investigation based on your allegations. The matter was again presented to a select panel of experienced Justice Division prosecutors who independently assessed the investigators' case. The panel agreed independently and collaboratively this case lacks a reasonable likelihood of conviction.
