The investigations included five shootings and one citizen complaint. All other citizen complaints were investigated by their respective commands. Of the 132 areas of concern cited, 53% were found to contain proper conduct by the officers and 13% were found to contain improper conduct. The remaining 34% were unfounded, withdrawn or had insufficient evidence. All but one of the citizen complaints were investigated by their respective commands. Officer of the Year Corporal Joshua Himes A 3-year-old boy was accidentally shot in the head by his 6-year-old sibling. Himes arrived on the scene and determined the child needed immediate medical care. He took the child to the hospital in his patrol car. Because of Himes’ quick response, the boy’s life was saved. In March, Chief Barber along with FBI Special Agent in Charge Robert Lasky and U.S. Attorney for the Southern District of Alabama Kenyen Brown presented Bridging the Gap and Second Chance or Else (SCORE) to all U. S. Attorneys for program rollout through their offices. Achievement Award from the United States Attorney General In April, the Attorney General of the United States Loretta E. Lynch and U.S. Attorney of the Southern District of Alabama Kenyen Brown publicly recognized Chief Barber with an achievement award for his dedicated efforts in designing effective community outreach programs that simultaneously reduce crime and build community trust. Accomplishments New Community Relations Program In September, Coffee with a Cop events began to help Mobile Police officers further build better relationships with the communities they serve. Coffee with a Cop is scheduled in different parts of town giving police the opportunity to interact with more citizens and communities continuously. March 2016 Police Pay Raises On September 27, the budgeted pay adjustment for police officers was passed by city council. Effective October 1, sworn employees received a $5,000 pay raise and 2.5 percent equity adjustment for every five years of service to a maximum of 20 years.
